Tioga State Bank Finance Manager in Spencer, New York

Responsible for daily oversight of the Finance Department. Responsible for the timely production of management, regulatory and board of director reports. Manages advanced accounting functions and systems. Performs complex analysis and manages projects, as necessary, to assist in the financial stability of the bank. Participates in the Asset/Liability management of the bank. Provides supervision and ensures development and training of the Finance Department staff. <LI> Provides guidance and supervision to the Accountant I and Accountant II positions <LI> Promotes and encourages the development and training of the Finance Department staff <LI> Oversees and is accountable for all accounting functions through Finance Department staff <LI> Manages the daily oversight of the Trial Balance for the bank <LI> Reviews data and produces timely and accurate regulatory and management reports <LI> Develops special-request reports for management <LI> Manages the operation of specific accounting functions processes, including the annual budget process <LI> Maintains the financial reporting software Profitstar <LI> Manages the non-employee, non-mortgage, insurance policies for the bank <LI> Recognizes the need for, and performs, research and analysis on complex issues, resulting in resolutions or recommendations <LI> Reviews reconciliations <LI> Supports management through all levels of analysis and special projects <LI> Identifies and implements operating efficiencies Assists the Chief Financial Officer in the Asset/Liability management of the Bank such as pricing recommendations <LI> Responsible for the timely completion of the annual Audited Financial Statements <LI> Ensures compliance with accounting, regulatory and Tioga State Bank rules and regulations <LI> Responsible for the timely submission of the quarterly income tax estimates <LI> Monitors policies and procedures to identify, address and mitigate risks and ensure compliance with all regulations and laws for the department

<P>Job Specific Knowledge, Skills & Abilities: <LI> High level of computer competency; proficient in excel and query functions <LI> Proficient knowledge of general accounting procedures <LI> Ability to read, speak and write English effectively; strong interpersonal skills and ability to communicate with all levels of the organization <LI> Ability to perform advanced math (analysis, statistics, significant data or number manipulation) <LI> Ability to prioritize, organize and multi-task <LI> Ability to view and analyze problems from different angles, and to identify and solve complex issues <LI> Ability to analyze procedures and recommend efficiencies <LI> Demonstrated proficiency in analyzing and interpreting financial statements <LI> Ability to synthesize information from various sources, analyze, identify and solve problems <LI> Ability to understand how the relationships between Finance and other areas of the Bank can contribute to the overall success of the organization <LI> Knowledge of current bank regulations impacting the accounting function <LI> Effective supervisory skills and ability to coach staff

<P>Education and/or Experience: <LI> High school education or equivalent is required <LI> Bachelors degree in accounting or related field of study normally required <LI> Specialized bank finance education and training preferred <LI> A minimum of five (3-5) years related accounting experience preferred <LI> A minimum of three (3) years tax related experience preferred <LI> A minimum of three (3) years related supervisory experience preferred
