National Park Service Interdisciplinary (Cultural Resources Program Manager) in Spalding, Idaho
Summary This position is located in Nez Perce National Historical Park, in the Resource Management Division. Responsibilities As the Cultural Resources Program Manager for three national park units, the incumbent serves as the cultural resources lead for the cultural resource operations at all three park units. The incumbent is the principal advisor in the management of the collection's facilities, museum collections, archival records, and museum needs at all three park units and is responsible for the development and implementation of cultural resources activities underneath the museum program. The incumbent reports directly to the Integrated Resources Division Manager and serves as a Code 4 Supervisor. Major Duties include: Manages the cultural resource program, overseeing research requests, resource monitoring, and museum, archival, and library collections. Works closely with the park resources division manager to complete cultural resources compliance tasks. Develops effective cultural resources management planning documents and strategies. Manages the museum, archival, and library collections to NPS standards and guidelines, and coordinates documentation, preservation, protection, exhibition, and use of those collections. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-11/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You must meet one of the following Basic Qualification Requirements at the time of application: Basic Education Requirement for the Historian, GS-0170 Degree: history; or related field that included at least 18 semester hours in history. -OR- Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. -OR- Basic Education Requirement for the Museum Curator, GS-1015 Degree: museum work; or in an applicable subject-matter field. -OR- Combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. -OR- Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above. - AND - To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to: evaluating proposals, undertakings, and other projects to determine cultural resources impacts in at least two areas including historic structures, cultural landscapes, archaeological sites or ethnographic resources; makes and recommends the cultural resource compliance pathway and mitigations as required under the National Historic Preservation Act (NHPA); prepares written documents such as Section 106 NHPA and tribal consultation letters, uses a database to document cultural resource concerns; helps to develop scopes of work and government cost estimates for cultural resources projects; researches and assists management with Cooperative Agreements, Interagency Agreements, and Memoranda of Understanding. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position such as history, museum studies or other directly related subject matter. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirements) combined with 45 graduate semester hours of education as outlined above (50% of the education required to qualify). Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. You must include transcripts and hours worked per week on resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Temperatures below freeze occur in winter months. Spring through fall present discomforts caused by biting insects and hot, humid temperatures. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, wetlands, and forests. Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
