Town of South Windsor Project Engineer in South Windsor, Connecticut

NATURE OF WORK

This is engineering work primarily involving the consistent exercise of discretion and judgment in the preparation of project designs, estimates, surveying, preparation of bidding documents and the conduct of project inspections. Work is performed under the general supervision of the Town Engineer in accordance with prevailing policies and procedures. Work is reviewed through conferences and reports for overall program effectiveness and efficiency. An essential part of the duties of this position is providing cost-effective and customer-friendly delivery of quality services to the community; plus assisting in successfully finding new ways to deliver both the short and long-term needs of South Windsor consistent with the Towns goals and objectives.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Organizes work according to standard procedures and instructions from Town Engineer consistent with the Towns quality service goals and the development of cost-effective, customer-friendly service delivery. Prepares plans, specifications, and cost estimates for Public Works projects, including street and sidewalk construction, road, drainage and sewer improvements, recreational fields and facilities improvements. Supervises land surveys, conducts limited surveys. Inspects Public Works projects in progress for conformity with requirements. Provides information to contractors, design consultants and general public at the counter and over the phone regarding permits, policies and procedures, project specific information and a variety of problems. Updates road, sidewalk, sewer, and drainage maps, drawings, specifications, and related records. Participates in the technical review of subdivision, commercial, and industrial site development plans; assists in providing technical consultation to Town Boards and Commissions concerned with building and development matters. Investigates drainage or sewer system problems and complaints, and recommends changes as needed. Prepares technical reports for the Town Engineer including topographical and tabular data and charts as required. Promotes safe work practices. OTHER JOB FUNCTIONS Performs related work as required. One theme of this Total Quality Management organization is teamwork both within departments and among departments to maximize quality service delivery to the citizens of South Windsor. Personnel are encouraged and expected to perform work not definitively described in their job descriptions. Recognition of individual performance beyond ones job description is a function of the Towns employee recognition programs and/or incentive pay plan.

REQUIREMENTS OF WORK

Graduation from a college or university with a Bachelors degree in Civil Engineering and 3-5 years of increasingly responsible work in Public Works Engineering; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills: Considerable knowledge of the principles and practices of civil engineering. Considerable knowledge of road and drainage design. Considerable knowledge of construction contract administration and cost estimating. Considerable knowledge of applicable policies, laws, and regulations affecting Municipal Public Works activities. Some knowledge of land surveying and soils. Some knowledge of plant and tree life.
