Title: Programmer Analyst

Client: State of Maine, Legislative Branch

Location: On Site Some hybrid opportunities

Maine State House, Augusta, ME 04330

Overview: A Programmer Analyst in the state legislature is responsible for developing and maintaining legislative applications and systems. This role involves both technical and analytical skills to support legislative processes and ensure efficient operations.

Key Responsibilities:

Systems Analysis:

  • Gather and analyze requirements from legislative staff and stakeholders.
  • Develop system specifications and design documents tailored to legislative needs.
  • Conduct feasibility studies and recommend technology solutions.
  • Collaborate with stakeholders to ensure solutions align with legislative processes and goals.

Programming:

  • Write, test, and maintain code for legislative applications and systems.
  • Debug and troubleshoot software issues specific to legislative systems.
  • Perform system testing, validation, and integration.
  • Ensure data integrity and security in legislative applications.

Project Management:

  • Participate in project planning and execution, specifically for legislative IT projects.
  • Monitor project timelines, milestones, and deliverables to ensure they meet legislative deadlines.
  • Coordinate with other IT staff and legislative members to ensure seamless implementation and adoption of new systems.

Support and Maintenance:

  • Provide ongoing support and maintenance for existing legislative applications.
  • Conduct training sessions for legislative staff on new and existing systems.
  • Develop and maintain documentation for all legislative systems and processes.
  • Respond to and resolve technical issues reported by legislative staff.

Qualifications:

  • Bachelors degree in Computer Science, Information Technology, or related field.
  • Experience in systems analysis and application development.
  • Proficiency in C#, SQL, Azure DevOps and Agile development. Experience working with Javascript, CSS, HTML and modern web development frameworks preferred.

Preferred Skills:

  • Experience working in government or public sector IT.
  • Knowledge of legislative processes and requirements.
  • Familiarity with data security and privacy regulations applicable to state legislatures.
  • Ability to manage multiple projects and deadlines in a dynamic legislative environment.

Working Conditions:

  • The role may require working extended hours during legislative sessions.
  • Occasional travel may be required to provide support to different legislative offices or committees.
