JOB SUMMARY

The Senior Program Manager will oversee and manage complex, high-visibility programs as part of a government contract. This role requires extensive experience in program management, strategic planning, and leadership in a government or defense contractor environment. The individual will be responsible for ensuring successful project execution, meeting contractual obligations, and achieving customer satisfaction.

 

ROLES AND RESPONSIBILITIES

  • Program Oversight: Lead and manage multiple government advisory and assistance (A&AS) and Systems Engineering and Technical Assistance (SETA) contracts, ensuring alignment with scope, cost, schedule, and performance requirements.
  • Stakeholder Management: Serve as the primary point of contact between the government client and the contractor team. Facilitate communication and collaboration across all stakeholders to ensure objectives are met.
  • Budget and Financial Management: Oversee the financial aspects of the program, including budget planning, forecasting, and ensuring profitability. Manage program resources to meet cost, schedule, and performance goals.
  • Risk Management: Identify, mitigate, and manage program risks, ensuring that potential issues are resolved in a timely and efficient manner.
  • Performance Monitoring: Track program performance using appropriate tools and techniques, including Earned Value Management (EVM), Key Performance Indicators (KPIs), and quality control measures. Report status and metrics to government clients and senior leadership.
  • Contract Compliance: Ensure that all work is performed in compliance with contractual requirements, applicable regulations, and policies. Manage contract modifications and changes as needed.
  • Leadership and Team Development: Supervise and mentor project managers and support staff. Provide guidance on best practices and foster a culture of collaboration, accountability, and continuous improvement.
  • Strategic Planning and Execution: Contribute to the development of long-term strategic plans and business growth initiatives within the organization. Support proposal development for new opportunities.
  • Customer Engagement: Build and maintain strong relationships with government clients and ensure their satisfaction with program delivery. Facilitate client meetings, reviews, and presentations.

Requirements:

REQUIRED SKILLS/ABILITIES

  • Bachelor's degree in business, management, engineering, or a related field.
  • 10+ years of relevant experience managing large, complex programs, preferably as a government contractor or in the defense sector.
  • Experience with U.S De artment of Defense contractual requirements including but not limited to the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement.
  • Proven experience with program management tools and methodologies (e.g., PMP certification, Agile, Lean Six Sigma).
  • Experience working with U.S. government agencies, particularly in areas like defense, intelligence, or federal civilian sectors.
  • Strong financial management and budgeting skills, including proficiency in Earned Value Management (EVM).
  • Demonstrated ability to lead cross-functional teams and manage multiple stakeholders in high-pressure environments.
  • Excellent communication, negotiation, and problem-solving skills.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in business, management, engineering, or a related field and 10 years programmatic experience with 5 years DoD experience OR
  • Certifications with 20 years programmatic experience with 8 years DoD experience.

SECURITY CLEARANCE REQUIREMENTS

  • Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver's license is required.

SUPERVISORY RESPONSIBILITIES

  • Assists the daily workflow of the department.
  • Assists with constructive and timely performance evaluations.
  • Assists with discipline and termination of employees in accordance with company policy.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.

TRAVEL REQUIRED

  • Position may travel up to 50% of the time out of state and overnight to fulfill contract requirements.
