Job Summary

An Emergency Management (EM) Specialist is responsible to develop and execute emergency management strategies and to lead verification of facilities’ emergency and fire protection capability. This includes developing and training line management and field personnel in overall EM (Emergency Response, Incident Command System, Crisis Management and Business Continuity) and verifying facilities’ EM safeguards (such as fire protection systems) capability / developing improvement plans.

Responsibilities for this position may include but are not limited to:

Chevron Products (BU) markets and sells premium fuel and lubricant products globally. This role supports BU's operations in Asia, Europe and Middle East regions. This role works with various stakeholders such as company senior leaders, operations line management, field personnel and HSE Specialists to ensure effective and efficient emergency preparedness and response. This role also verifies effectiveness of facilities EM safeguards (such as fire protection systems) and provide guidance / recommendations to address identified opportunities.

Overall EM program

  • Owns the EM Process for BU and EM element within Chevron’s OE Management System.

  • Is responsible for effective and efficient execution of BU’s EM Program which includes Facility/Emergency Response, Crisis Management and Business Continuity.

  • Ensures that the various emergency related plans in BU are kept up to date.

  • Coordinates training, drills and exercises to build and sustain fluency and competency of the various EM teams or roles

  • Develops guidelines to support facilities to manage equipment decontamination and waste disposal arising from emergency (fire & oil spill) response. Manages strategies for PFAs reporting, inventory, disposal and transition

  • Provides day-to-day technical EM coaching to operations (e.g., Hazwoper requirements, Facility Drills and Discharge Exercise)

Interface with Key Stakeholders

  • Coordinates programs to assure compliance with countries’ EM regulatory requirements.

  • Collaborates with Chevron EM, other business units, government agencies and industry organizations.

  • Collaborates with other SMEs (EM, Environmental, Engineering, Cyber Security, Facility Security) to drive consistent EM practices across BU's organization.

Assures effective EM Safeguards (Fire Protection Systems) at facilities

  • Assesses and verifies design, operation and maintenance of EM safeguards / fire protection systems at facilities.

  • Prioritizes and develops improvement plans. Collaborates with facility management, engineering and HSE to implement improvement plans.

  • Support and improve facilities technical safety risk assessments and assurance programs

  • Technical Knowledge - Working knowledge of Chevron’s EM OE Process that ensures preparedness, response, crisis management, and business continuity at all BU operations and facilities. Trained in the Incident Command System (ICS) with working knowledge of ICS; it’s application in facility/emergency response, crisis management and business continuity teams and interface with response partners (government, industry response groups). Have working knowledge of spill response/tactics and technical skill to apply science and engineering principles to prevent and mitigate impacts of fires and explosions. Able to verify fire response plans and general technical design, operation and maintenance of EM safeguard / fire protection system for fuels terminals and lubricant plants

  • Project Management - Has project management skills to develop and track action, transition and implementation plans for EM related training, projects and new EM Stds./tools. Lead transition and implementation plans to implement Chevron / BU’s EM Stds. and initiatives. Coordinate with HSE field teams, countries, facilities business continuity plan coordinators to ensure effective implementation.
