ICF Psychologist - Health Services Subject Matter Expert in Silver Spring, Maryland

ICF is seeking a PhD- or PsyD-trained Psychologist with an active license to practice psychology and at least 10 years of professional experience to include at least 3 years’ experience implementing health service programs to support a Department of Defense (DoD) mental health pilot study. This is a hybrid position with a minimum of one day per week on-site in Silver Spring, MD. Candidates must reside in the Washington, DC metropolitan area.

This is not a psychological service delivery position. Rather, the position supports the implementation, execution, and evaluation of technology-centric protocols in a pilot study to evaluate the efficacy of mobile apps in addressing suicide across our active-duty military members and veterans. The pilot study was designed based on validated research findings (evidence-based). Its objective is to translate research findings into practice using an evidence-based dissemination and implementation approach that directly engages senior enterprise leaders, clinic leaders, champions, and providers in piloting evidence-based or promising practices, programs, and policies. The outcomes of the study will be used to inform the effective implementation of selected apps into military behavioral health care, advance accessibility and efficacy of care, apply and advance implementation science, and provide education to engage use of mobile apps throughout the care continuum and in the non-clinical community in an effort to improve resilience, reduce stigma, reduce suicide, and promote psychological health.

Key Responsibilities:

  • Execute the pilot study protocol/plan as developed by the Defense Health Agency’s (DHA) Psychological Health Center of Excellence (PHCoE).

  • Coordinate with the staff from the VA staff who will serve a consultative role on the project.

  • Create training materials to train military providers on the core competencies of mobile health in clinical care including security and privacy issues, ethical issues, cultural issues, clinical applications, and evidence base.

  • Coordinate and deliver training of the suicide prevention team and develop supplemental pilot resources.

  • Capture metrics of the success of this effort to inform the Military Health System (MHS) enterprise.

  • Develop research questions and outcome measures as part of the pilot protocol, which will be submitted for the Institutional Review Board (IRB), DHA, and other required regulatory approvals.

  • Serve as primary POC for various Information Collection activities, answering questions, helping to ensure activities remain on schedule.

  • Promote knowledge of, and competency with, technology-based behavioral health tools designed to help service members regulate their emotions and improve their psychological health.

  • Translate knowledge gained via the pilot study via final report and out briefings for leadership and stakeholders (to facilitate further dissemination and extend our reach to other providers, service members and leaders).

  • Develop or refine a variety of written documentation to disseminate findings of the SocioTech pilot study.

Mandatory Qualifications:

  • PhD or PsyD in Psychology (e.g., clinical, counseling, community, combined)

  • Active license to practice psychology

  • 10+ years of professional experience

  • 3+ years of experience implementing health service programs

  • 10+ years of experience operating as a member of a team supporting multiple tasks in a fast-paced environment with diverse stakeholders

  • Must be able to obtain and maintain a Public Trust Clearance

  • Must be a US Citizen

Beneficial Qualifications:

  • Implementation science experience in the behavioral health domain with an emphasis on telehealth

  • Prior experience as a federal contractor

  • Prior DoD Psychological Health experience

  • Previous peer reviewed publications of relevance to military healthcare

  • Ability and experience communicating effectively (speaking and writing) to diverse audiences in order to convey clinical processes, problems, and solutions

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$102,285.00 - $173,884.00
