Indian Health Service Health Recruitment Specialist - DE in Shiprock, New Mexico

Summary The position is located under the Clinical Division, Northern Navajo Medical Center in Shiprock, New Mexico. The Health Recruitment Specialist will be responsible for developing, managing, and directing the Clinical Division Medical Staff Recruitment Program. The program will market open positions and attract highly qualified applicants. Responsibilities Responsible for the overall managerial duties, which includes developing strategies utilizing marketing concepts, planning successful tactics, organizing and implementing comprehensive medical recruitment and marketing program for Shiprock Service Unit. Conducts in-depth analysis of professional medical staffing needs for the service unit. Maintains a database/management information system to track candidate leads for short-term and long-term use. Formulates and implements long and short-term policies, procedures, and program plans for the attraction and retention of professional medical staff. Routinely evaluates the program and prepares reports for the Clinical Director. Responsible for maintaining departmental resources that include personnel, equipment, supplies, travel, training, etc. Manages an annual budget and uses marketing expertise to determine use of funds. Participates in job fairs, local and national conferences, and health career days at schools and universities to educate possible candidates about Indian Health Service and Shiprock Service Unit in particular. Serves as a key liaison between individuals interested in medical staff positions at Shiprock Service Unit and Clinical Division service chiefs. Participate in regular meetings or telephone conversations in order to develop work relationships with service chiefs. Conducts telephone interviews with potential clinical candidates; reviews resumes/CV's; respond to letter, emails or telephone call of inquiry and prepares and disseminates employment and community information to potential hires. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-12: One (1) year specialized experience equivalent to at least GS-11 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: possess experience and knowledge of effective marketing skills and techniques to develop recruiting information based on facility and departmental nursing needs; working knowledge of Human Resources policies and procedures related to Civil Service, Commissioned Corps, and Direct Hire employment; apply this knowledge in the acquisition and placement of health professional personnel; understand and effectively convey to others, the ethic value system and customs of Native American and Alaska Natives; to develop and conduct studies related to recruitment, retention and turnover of personnel; to analyze data, compile statistics and develop reports; utilizes current literature related to professional medical health, marketing, research methodology and statistical analysis to design and interpret recruitment and retention studies and techniques. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment or relocation incentives may be authorized.
