Summary About the Position: Serve as the Administrative Officer for the Planning, Program & Project Support Division. Occupies key staff position to assist and advise Division Chief and line management in accomplishment of administrative duties including budget formulation and execution, organizational analysis, general administrative support, personnel, training and property accountability. Responsibilities Assists each office with recruitment actions, develops rating guides, and establishes ad hoc committees to screen applicants. Manages the performance management for each office by ensuring suspense due dates are met. Helps formulate and coordinate preparation the Division's operating budget on an annual and multi-year basis as required. Compiles data and submits reports required by the District and higher headquarters such as the Command Management Review, Capable Workforce Analyses, Mission Essential Task List, manpower, financial and other resource requirements. Serves as the central point of contact for the Division’s overall manpower, keeps abreast of performance and assists in personnel changes/shifts to balance workload. Works closely with Resource Management Office (RMO) on the district manning document (DMD) to ensure accuracy. Coordinates action on the preparation of replies to administrative reports reviewed by higher authority on Division activities, or determines action required and organizational segment responsible. Minimum Qualifications for the GS-09 grade level: Specialized Experience: One year of specialized experience which includes ALL of the following: performing administrative functions in financial management/budget AND human resources AND training or records management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration or management; organizational management; public administration; or human resources management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications for the GS-11 grade level: Specialized Experience: One year of specialized experience which includes experience in ALL of the following areas: (1) maintaining manpower documents; (2) developing administrative policies, procedures, methods or practices; AND (3) performing organizational studies to determine long-range requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration or management; organizational management; public administration; or human resources management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Data Analysis Performance Management Personnel and Human Resources Teamwork Time in Grade Requirement: For the GS-09 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07). For the GS-11 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements at each grade level and demonstrated ability to perform the higher graded duties.
