Port of Seattle Capital Program Leader – Tenant & Airport Dining & Retail in Seatac Airport, Washington

Some of what you'll be doing:

As a Capital Program Leader, you will manage all aspects of a large complex program that includes multiple integrated projects over a long period of time.

  • You will effectively lead, manage, and facilitate a major capital and expense program to support and deliver projects primarily initiated by the Commercial Management and Business and Properties departments on behalf of our Airline and commercial business partners.

  • You will ensure the coordination and proper sequencing of multiple projects of assigned program.

  • You will direct and oversee the definition, planning, design, construction, and coordination of multiple projects that make up a major expense and capital program.

  • You will direct and oversee the facilitation of tenant projects as they move through the project delivery process from concept through completion and operation.

  • You will develop, negotiate, and manage complex consultant contracts, budgets, schedules and phasing for design and construction. This includes coordinating and reconciling multiple project budgets for assigned program.

  • You will oversee the development and coordination of required documentation including commission documents, service agreements, and Requests for Qualifications (RFQ).

  • You will develop and manage highly complex project budgets, schedules, resources and reports to ensure projects are completed on time and within budget and ensure variances are timely identified, managed and communicated; operational impacts are minimized and communicated; and reporting obligations and expectations are met.

  • You will oversee the development of presentations for multiple, simultaneous projects to inform Sr. Managers, Directors, Managing Director, Investment Committee, Executive Director and Commission at each stage of approval and subsequent status reports.

  • You will develop and maintain a program communications plan and feedback for all internal stakeholders to ensure project development is consistent with their needs and minimizes impact on daily operations.

  • You will perform appropriate risk analysis and develop contingency plans for unexpected problems that can have a significant impact on the overall program.

  • You will oversee and manage complex funding and permitting issues related to the overall program, including developing permitting strategies.

  • You will represent the Port in negotiations with local, federal, and state agencies, tenants, and affected communities when the negotiations involve multiple projects or may impact the overall program.

  • You will provide information or respond to the public and other government entities on controversial, politically sensitive issues regarding assigned programs.

  • You will manage and develop project managers and ensure appropriate project assignments and level of management involvement that recognizes staff skills and project needs while developing employee capabilities.

Who you are:

  • Experienced – You have eight (8) years of construction project management experience, to include three (3) years of experience supervising staff and managing a project management function.

  • Desired – We hope you have a Bachelor’s degree in Construction Management, Architecture, Engineering, Business Administration or Environmental Science and any of the following certifications/licenses: Project Management Professional (PMP), Professionals Engineer (PE), Registered Architect (RA), and/or Certified Construction Manager (CCM). We hope you have experience managing Tenant or Dining and Retail Projects.

What else you need to know:

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week).

  • Work Environment - This work will take place in a hybrid/in-office setting at Management’s discretion.

  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

  • Safety Requirements – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.

  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.
