Responsibilities This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as an IT Specialist specializing in network services and operating systems. Performs various assignments, both one time and continuing, related to different aspects of the MDA Information Technology (IT)/IM enterprise networks and systems As a IT Specialist (Network Services/Operating Systems) at the NH-2210-3 broadband level some of your typical work assignments may include: Serves as an IT Specialist specializing in network services and operating systems. Performs various assignments, both one time and continuing, related to different aspects of the MDA Information Technology (IT)/IM enterprise networks and systems. Analyzes, identifies, and recommends efficiencies in wide area network infrastructure management. Establishes and maintains effective working relationships and interacts with functional users throughout the Agency to identify specific and unique user requirements for wide area network access and specified IT services. Conducts surveys and studies to determine computer hardware, software, telecommunications, and network requirements to address current and future IT needs. Makes recommendations to the supervisor or higher level specialist. Conducts feasibility studies on incorporating state-of-the-art systems development and design techniques; recommends to the supervisor or higher level specialist. Conducts technical analyses of systems to determine the nature of requirements, logical work and information flows, and whether advancements in IT are feasible and should be incorporated. Analyzes the varied applications, systems, communications, and cybersecurity requirements to be supported. Identifies conflicts between Agency enterprise standards and the requirements, and recommends solutions to overcome obstacles. Integrates information technology, transport, systems, and external communications connectivity within physical facilities and infrastructure projects. Collaborates with civil engineering groups to formulate and implement IT requirements within existing or new Agency facilities. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience in information technology/information management principles, concepts, and methods to identify, analyze, specify, design, and manage functional and network infrastructure requirements. Experience with architecture and topology of software, hardware, and networks including Local Area Networks (LANs); Wide Area Networks (WANs); telecommunications systems, their components, and associated protocols and standards; and how they operate and integrate with one another and with associated controlling software; Interface with multiple individuals from diverse organizations to establish and maintain effective working relationships. Transform business/functional requirements into technical requirements used for logical design, and to address current and future IT needs. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. All individuals must have IT related experience that demonstrates each of these four competencies: 1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment. 2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service. 3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems. 4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.
