Empire State University Director of Procurement in Saratoga Springs, New York

Empire State University is currently seeking a Director of Procurement (State Title: Purchase Associate) to manage all aspects of the procurement process at the university. The Director will support the purchasing goals of the university by utilizing the standards and processes required by SUNY and New York State. The selected incumbent will manage all procurements and contracting in accordance with the applicable competitive bidding processes. The director will oversee all purchasing between the university and vendors; support the appropriate sourcing of goods and services; increase education of procurement processes across the university; and use data to improve efficiencies and optimize savings.

Specific job duties include:

  • Manage all purchasing and contracting efforts on behalf of Empire State University and oversee a purchasing team of 4 staff. This includes purchasing for facilities, information technology, marketing, communications, student services, academic affairs, leased properties, and all other areas of the university.

  • Develop and establish procurement department practices and strategy that stress the importance of customer service as they are implemented.

  • Lead trainings and effectively communicate department requirements to ensure departments and stakeholders have the relevant information they need to complete their procurements.

  • Manage the effective utilization of Jaggaer, the e-procurement software utilized by SUNY.

  • Organize all contracts for proper tracking, payments, milestones, and database archiving.

  • Oversee the open competitive bid processes (RFP's, RFI's, and RFQ's) for all procurements.

  • Ensure compliance of NYS finance law and SUNY Policies (specifically 7553 and 7554) while advocating for SUNY Empire University needs and best outcomes.

  • Ensure that all cost reductions, cost avoidance, revenue enhancement, rebates, etc. are accurately documented and presented to senior management.

  • Manage relationships with key vendors and university stakeholders by conducting regular business reviews.

  • Conduct market analysis, benchmarking analysis, and business needs assessments.

  • Assist internal stakeholders to identify and implement opportunities/processes to ensure the timely provision of goods and services.

  • Develop and implement continuous process improvement and leading practices.

  • Have strong interpersonal, analytical, organizational, and technological skills.

  • Must have the highest level of integrity with a demonstrated ability to work with a diverse group of individuals in open collaboration environments.

  • Superior attention to detail, accuracy, timeliness, and meeting deadlines.

  • Must have excellent leadership, communication, and presentation skills.

    Job Requirements:

Required Qualifications:

  • Bachelor's degree in business or related field from a regionally accredited U.S. university or comparable non-U.S. university.

  • Seven (7) or more years of progressively increasing responsibility in procurement and contracting, sourcing, and vendor relationship experience, preferably in government spending, higher education, or not-for-profit field.

  • Proficiency in MS Excel, Word, and MS PowerPoint

  • Strong communication and interpersonal skills.

  • Ability to thrive in a fast-paced environment.

  • Significant experience with complex negotiations and problem solving.

Preferred Qualifications:

  • Experience working with procurement, supply chain, and contracts for NYS universities and not-for-profits is highly desirable.

  • Experience with e-procurement software.

  • Experience with construction contracting.

Special Information:

  • This position is located in Saratoga Springs, NY.

  • May involve occasional travel.

  • Applicants must be currently authorized to work in the United States on a full-time basis.

    Additional Information:

Rank/Salary: SL4 / $90,000-$100,000, dependent on experience and qualifications.
