Naval Facilities Engineering Command CONTRACT SPECIALIST in Santa Rita, Guam

Summary You will serve as a CONTRACT SPECIALIST in the Naval Facilities Engineering Command (NAVFAC)of NAVAL FACILITIES ENG COMMAND MARIANAS. Responsibilities You will advise technical representatives on anticipated procurement requirements. You will review procurement requests to assure clarity, adequacy and completeness. You will analyze the effects of industrial developments, seasonal price trends and economic factors affecting supply and materials, transportation costs and availability of storage facilities on agency requirements. You will perform cost or price analysis. You will analyze contractor's proposed costs, reviewing in detail the significant direct and indirect cost of material, labor, overhead, general and administrative expenses, facilities, and other costs that extend over the life of the contract. You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions (e.g., cost analysis, negotiations and administration of services, materials and equipment) associated with a diverse contracting operation involving foreign countries. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.) NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
