Veterans Affairs, Veterans Health Administration Civilian Pay Technician in San Juan, Puerto Rico

Summary The Primary Purpose of the Position is: To review and reconcile various types of pay and leave transactions involving Title 38, Title V and Federal Wage System (FWS) pay and leave systems and special salary tables such as Title 38 physicians, registered nurses, physician assistants; Hybrid Title 38; Title V and FWS transactions in the VA PAID and Defense Finance and Accounting Services (DFAS) automated accounting systems; and, instruct users, time keepers, and supervisors in procedures. Responsibilities Duties consist of the following, but are not limited to: Research problems involving multiple Pay systems and entitlements. Determines where the issue may have occurred and the best way to correct and resolve the problem timely. Reviews employees processing out checklist to ensure the employee does not have outstanding debts. Explains processes pertaining to the final paycheck and lump sum leave payment. Generates and reviews reports from HR/Payroll, VA, and/or DFAS systems. Determines if the data/entries will create a rejection and corrective action required. Contacts the HR Assistant and/or Service Time and Leave Clerk. Informs Assistant or Time & Leave Clerk of required changes, resubmission(s) and/or corrections to resolve problem and prevent rejection(s). Reviews actions entered by Human Resources, such as accessions, separations, promotions, and reassignments and determines if appropriate elements were coded and that actions will process properly in the systems. Enters actions such as Federal Taxes, Direct Deposit information, and allotments into DFAS system. Performs a leave audit as required for separating employees that are leave earners. Notifies Human Resources employees for corrections for errors identified. Manually calculates retroactive salary payment for corrections that arc effective prior to the DFAS conversion and completes Remedy tickets for any corrections that older than 26 pay periods from the current pay period. Visits Time and Leave Clerks' workstation and audits time and leave records. Conducts initial training and refresher classroom training on specific subject matters and the posting and certification of time and attendance. Researches, interprets, and applies regulations, requirements, and procedures. Researches, interprets, and applies statutes, Comptroller General {CG) of the United States decisions, and directives from Central Office. Develops and provides training materials and/or handouts on changes in regulations, the automated Pay systems, or an identified need. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Answer verbal and written inquiries related to pay and leave; Assist customers and resolve issues/problems pertaining to pay, leave, benefit and employees out processing; Provide customer service in person, on the phone, and via email; Generate and review a variety of Pay and Leave reports; Make corrections in the VA and/or DFAS systems for employee master record and timecards; Analyze the personnel transaction data received for transmittal and enters data into multiple systems; Audit timekeepers' timecard records for appropriate posting in accordance with government regulations and for training received; Provide Time and Leave Clerk assistance and answers to questions; Train timekeeper staff and supervisors on their responsibilities regarding employee electronic timecards; Audit a variety of timecard posting for accuracy of reporting, Enter actions such as Federal Taxes, Direct Deposit information, and allotments into DFAS system; Performs a leave audit as required for separating employees that are leave earners. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The employee performs sedentary work while sitting comfortably. There may be some walking, standing, bending, or carrying of light items. There is also a high level of stress due to demanding deadlines and the need for a high degree of accuracy. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
