We are searching for the best talent for Customs and Transportation Manager to be in San Jose, Costa Rica.

Purpose:

As a Trade Operations Free Trade Zone (FTZ) Manager, you will play a crucial role in the implementation of Global Transportation and Trade Operations (GTTO) for a new manufacturing site in Costa Rica (Epsilon Project), overseeing and optimizing international trade and customs operations within our Free Trade Zone facility. Responsible for ensuring best in class operations, compliance with local regulations and J&J policies, maximizing operational efficiency, and fostering strong relationships with key stakeholders, including Customs / Free Trade Zone authorities and internal departments.

You will be responsible for :

    • Implementation and management of all import and export operations for Costa Rica Manufacturing Site at FTZ Facility, Medical Devices sector, including Equipment, Fixed Assets, Raw Materials, Work In Progress, Finished Goods, from the purchase order receptions until the product customs release, and delivery at warehouse at destiny, covering: international and inland transport arrangements, documentation gathering and validation, customs process ensuring: local regulations- free trade zone, tariff classification, import permits, certification of origin process, etc.
    • Process Management: Develop, implementation and maintenance of procedures, work instructions, R&R, Job Descriptions, Hiring, Training, to ensure Free Trade Zone regulation adherence, controls, reports, audit attendance and preparation, following J&J standards: Quality, Trade Controls, HCC- Trade Compliance policies.
    • Logistics Providers Services Set up and Relationship Management: Procedures, Agreements, Master Data, Purchase Order, Financial Controls, covering the activities, controls and reports to comply with Free Trade Zone J&J responsibilities.
    • Communication with strategic internal stakeholders (Franchises, Planning, Procurement, Quality, Warehousing, Trade Controls, Health Care Compliance, Finance, etc.) and external providers and authorities (originating companies, freight forwarders, customs broker, local customs and free trade zone authorities) to fulfill the project deadlines, operations lead times, quality, compliance and service level requirements.
    • Guarantee compliance with local regulation/ free trade zone regime and J&J Policy, standards, and procedures; coordinate any regulatory / customs needs to ensure shipments 100% compliance with all local regulation. Implement solutions to streamline compliance procedures and minimize risks associated with cross-border transactions. Stay updated with changes in free trade zone and customs regulations and implement necessary adjustments to operational procedures.
    • Implement operational performance process through elaboration and review of import/export reports, indicators, periodic monthly reviews with logistics service providers through Contracts, Service Level Agreements, KPIs monitoring.
    • Team up with IT/Systems workstream to implement operations/compliance controls, track and trace, data management, free trade zone reports, and performance management.
  • Collaborate with global/regional and cross-functional teams to leverage best in class operations, efficiencies compliance, digitalization and automation tools.

Qualifications

  • College / University Degree in any International Trade, Logistics,Customs, Industrial engineering, Supply Chain related fields (incl. business administration or economics)

  • MBA or Master Degree in Logistics, Supply Chain, Transportation (plus)

  • SAP knowledge (plus)

  • 10 years of experience in trade operations / international trade or other logistics related fields

  • 6 years of related experience in customs operations preferable under Free Trade Zone Regime

  • In-depth knowledge in Costa Rica of Free Trade Zone regulation, customs procedures, international trade regulations, transportation and trade compliance requirements.

  • Project management skills, PMI or FPX Certification is a Plus.

  • Strong analytical and problem-solving skills, with a data-driven approach to decision-making.

  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders.

  • Strong leadership skills driving operational excellence, promoting a culture of compliance, efficiency, and continuous improvement within the team.

  • Ability to adapt to changing priorities and work independently in a fast-paced environment.

  • Relevant certifications in international trade, free trade zone, customs compliance, or project management are a plus.

  • Certifications in international trade, project management, or relevant technologies are a plus.

  • English Language: min. 80% (written and oral)

Since this position is eligible for Company Car as working tool, it is also required:

  • Valid drivers license.

  • At least 3 years of driving a car experience, preferably in highway zones (between 80 and 110 km/h) and with standard vehicles.
