U.S. Army Corps of Engineers MANAGEMENT ANALYST in San Francisco, California

Summary About the Position: As the District's appointed Management Control Administrator, acts as the senior responsible official to manage the District's Management Control Program to ensure funds, property, and other resources are safeguarded against waste, loss, unauthorized use, or misappropriation. Conducts studies of complex work processes, functions, and procedures throughout the District; activities frequently crossing organizational lines. Responsibilities Proposes studies to pin-point areas of responsibility within or between organizations concerned from a review of drafts proposing reorganizations. Reviews existing regulatory data and policies of higher headquarters Determines whether new policy statements are within local authority. Reviews, analyzes and evaluates methods, procedures and practices employed in operating segments for the purpose of developing new or revised local policies and regulations for management improvement purposes. Refines or develops more specific guidelines such as implementing regulations or methods for the measurement and improvement of effectiveness and productivity in the administration of operating programs. Prepares reports advising on management practices. Analyzes both individual organizational elements and interrelationships among groups of organizational elements, all varying from those with constant workloads to those with unstable programs. Reviews proposed organizational changes from within the district or from higher headquarters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes conducting studies of management analysis, organizational analysis, and research studies advising management with improving cost effectiveness of organizational structures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Performance Analysis Performance Measurement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education No substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
