The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. 

Under the direction of the Deputy Director of Community Health, Director of the Office of Anti-Racism and Equity (OARE) will manage the racial and health equity efforts in the Population Health Division (PHD) of the San Francisco Department of Public Health. The OARE Director manages the daily operations of the Office of Anti-Racism and Equity which is a branch within the Community Health Group of the Population Health Division. The Community Health Group is comprised of the Office of Anti-Racism and Equity (OARE), Community Health Equity and Promotion Branch (CHEP), and the Office of Equity and Community Engagement (ECE). OARE is responsible for four major areas of work including, workforce equity, community equity, food security, and racial equity data.

The OARE Director collaborates with the DPH Office of Health Equity and the citywide Office of Racial Equity to understand the department-wide and citywide vision for racial and health equity then operationalizes these priorities within PHD operational and programmatic activities. In the area of workforce equity, the OARE Director will convene staff groups of racial equity leads and champions to understand staff experiences of race in the workplace and facilitate staff involvement in racial equity work. The OARE Director will partner with internal stakeholders to support opportunities for staff engagement activities, health and wellness workshops, and professional development.

The OARE Director supports community equity efforts through supporting food security work and engaging with a wide array of community organizations and stakeholders. The OARE Director will work with management peers and staff across the Community Health Group to identify communities that face health disparities, especially BIPOC communities, and coordinate efforts aimed at reducing these disparities. The OARE Director will work specifically on efforts to reduce health disparities and food insecurity in the Black/African American community through participation in the Dream Keeper Initiative, a citywide effort to invest $60 million annually in San Francisco’s Black/African American community.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list. 

ESSENTIAL DUTIES

  • Directs, structures, and manages the Office of Anti-Racism and Equity, including drafting strategic vision and operational plans.

  • Supervises, trains, and coaches’ staff in the Office of Anti-Racism and Equity. Ensure that staff have clear work plans and performance measures to reach section and branch goals.

  • Facilitates meetings, gives presentations, and communicates PHD plans for racial and health equity work to a variety of audiences, including DPH and PHD leadership, Heath Commission, and PHD staff.

  • Develops PowerPoints, reports, and other written materials to communicate about the status of racial equity plans and educate staff about racial and health equity.

  • Organizes activities for PHD racial equity leads and champions to facilitate their involvement in racial equity work and support their development as racial equity leaders, including working with staff to create content for bimonthly racial equity leads and champion meetings and developing processes for incorporating staff voice in racial equity work.

  • Collaborate with internal stakeholders to analyze workforce and population-wide equity data, such as results of staff surveys and human resources metrics, to assess progress and impact of internal racial equity work. Develop internal metrics and benchmarks to align with racial equity goal setting.

  • Guide the vision and direction of DPH’s food security work. Support the organization of the San Francisco Food Security Taskforce. Oversee the drafting of Biennial Food Security Report and Food Security Taskforce recommendations.

  • Interface with PHD staff who do external facing public health work to ensure that services and engagement reach communities with highest disparities and efforts support racial equity goals. Provide technical assistance to support completion of community health assessment.

  • Serve as divisional equity representative internally with the DPH Office of Health Equity and externally with the citywide Office of Racial Equity, San Francisco Dream Keeper Initiative, and other community stakeholders. Attend internal racial equity meetings and working groups; attend citywide racial equity convening’s; and participate in Dream Keeper Initiative management and strategy sessions. Attend community meetings and strategy sessions.

The Director, Office of Anti-Racism and Equity (0922 Manager I) performs other duties as assigned and required.

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

EDUCATION: Bachelor’s degree from an accredited college or university;  

Education Substitution: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

AND

EXPERIENCE: Three (3) years of verifiable professional experience in racial and/or health equity program development and/or management.

DESIRABLE QUALIFICATIONS

  • Master’s degree in related fields such as, public health, or other relevant social science field 

  • One year of experience supervising professionals. 

  • One year of experience focusing on addressing health disparities in a public health context.

Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Assessment Component

Candidates that meet the minimum qualifications will be invited to complete the 0922 Director, Office of Anti-Racism and Equity (OARE) Supplemental Questionnaire that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of best practices for advancing racial equity and reducing health disparities, knowledge of federal, state and local rules and regulations pertaining to human resources and racial equity, the ability to directly supervise staff and manage daily staff work assignments, the ability to lead change management efforts, orchestrate culture change, and guide strategic planning, the ability to collaborate and liaison with peers, staff, and external/internal stakeholders, excellent written and verbal communication skills, including racial equity-related communicate, and the ability to analyze racial equity-related data.

Candidates must achieve a passing score on the 0922 Director, Office of Anti-Racism and Equity (OARE) Supplemental Questionnaire in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

The certification rule for the eligible list resulting from this examination will be the Rule of the List Scores.
