Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and succeed in a Civil Service examination for this classification and be selected through an open competitive process to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Public Works currently has vacancies for six (6) Temporary Provisional Cement Mason (7311) positions within our Bureau of Urban Forestry (BUF).

Bureau of Urban Forestry (BUF)

Oversees median maintenance, tree planting, and the healthy maintenance of the 124,000-plus city-owned trees through the voter-backed StreetTreeSF program. In addition, our dedicated crews repair sidewalks and build curb ramps to advance safety and accessibility for the communities across San Francisco. Under general supervision, as a Cement Mason, you will perform skilled work in the placing and finishing of concrete on public or private property.

Important and Essential Duties:

Your duties as a Cement Mason may include, but are not limited to, the following: 

  • Laying out work for new construction or repairing by measuring and calculating the correct type and materials and supplies necessary to complete the job, and ensuring tools and jobsites are clean.

  • Preparing job sites by setting up safety tripods and scaffolding; may be trained to secure "confined space" job sites.

  • Breaking out old or damaged concrete by using pneumatic jackhammer, chipping guns, and various equipment.

  • Carrying broken pieces of concrete, which weigh up to 90 pounds, for distances up to 50 feet, and load them into a dump truck.

  • Using tools and equipment such as trowels, coving tools, floats, hammers, saws, edgers, brushes, levels, pliers, concrete saws, trowel machines, and core drilling machines. 

  • May be trained to operate epoxy injection equipment.

  • Setting screeds and forms for concrete work and operating a transit/laser level to determine the elevation of finished concrete.

  • Pouring and finishing concrete sidewalks, curbs, gutters, streets, disability access ramps, and steps using screeds, trowels, and floats.

  • Mixing and applying toppings, colors, grits, epoxy overlays, or waterproofing compounds in accordance with job specifications.

  • Ensuring that the completed work is covered and barricaded with A-frame barricades, and toe boards to assist the visually impaired.

  • Writing reports and keeping records of daily work assignments, location and description of completed jobs, and incidents and injuries.

  • Operating a departmental motor vehicle to travel and transporting materials to job sites.

  • Using a two-way radio, cell phone, and pager to communicate with coworkers, supervisors, and management regarding work details and locations, or emergency notification.

Minimum Qualifications:

Education:

Certificate of completion of Apprenticeship under the authority of the California Division of Apprenticeship Standards including; completion of the City's apprenticeship program in class 7398 Apprentice Cement Mason I (https://careers.sf.gov/classifications/?classCode=7398&setId=COMMN) or in class 7399 Apprentice Cement Mason II (https://careers.sf.gov/classifications/?classCode=7398&setId=COMMN) OR

Completion of a Division of Apprenticeship Standards or Department of Labor recognized apprenticeship program, as evidenced by issuance of a Certificate of Completion of Apprenticeship under the appropriate authority; AND

Experience:

4,160 hours of verifiable work experience as a journey level cement mason; OR

At least 10,400 hours of verifiable journey-level cement masonry work experience.

License and Certification:

Possession of a valid Class C California driver's license

Substitution:

Completion of the CA Division of Apprenticeship Standards recognized apprenticeship program with the City and County of San Francisco as evidenced by issuance of a Certificate of Completion of the City’s apprenticeship program under the appropriate authority will substitute for the 4,160 hours journey level cement mason experience.

CONDITION OF EMPLOYMENT

Valid Driver’s License: Applicants must possess a valid State of California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. 

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • One (1) year of experience in form setting.

SUPPLEMENTAL INFORMATION:

Physical Ability to: climb ladders; crawl on hands and knees; lift objects that weigh up to ninety (90) pounds and carry them for distances up to fifty (50) feet; lift, drag and/or move with assistance large and/or heavy equipment to truck bed level; bend the knees, waist and back; stoop or squat; ability to kneel, bend and squat for considerable periods of time; remain in uncomfortable positions for extended periods of time.

Working Conditions:  The nature of the work may require exposure to inclement weather conditions and may require exposure to hazardous materials and/or conditions.

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the department will move forward in the recruitment process.

Minimum Qualification Supplemental Questionnaire (MQSQ):

Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
