Position Description:

This position, under direction of the SFMTA Human Resources/Workforce Development Manager is responsible for designing, developing and implementing innovative job pathways for apprenticeship and workforce development. This position will implement goals, policies, and procedures to close the opportunity gap between retiring skilled trade journey-level workers and the limited availability of qualified applicant pools to select from.

The Apprenticeship Manager is responsible for the management and oversight of programs and operational activities or projects related to the Workforce Development and Apprenticeship Program. The program will oversee the San Francisco Municipal Transportation Agency (SFMTA) apprenticeships, internships and other pathways.

This position may supervise, monitor, and evaluate the activities of staff; establishes performance requirements and development targets; takes appropriate steps to improve performance, including coaching or training; and takes disciplinary action in accordance with Agency policies and procedures.

The Apprenticeship Manager will coordinate the delivery of apprenticeship and internship programs by: building internal and external partnerships; developing memorandums of understanding between the Agency and external partners; and managing productivity to improve operations and services; participating in the identification, analysis and resolution of problems, issues and conflicts pertaining to apprenticeships and internships. This position will be monitoring apprentice work activities, interfacing with both apprentices and their divisions, educational institutions, industry associations and Union Representatives to ensure program quality.

Examples of Important and Essential Duties: 

  • Develops, designs, and manages SFMTA's apprenticeship program by coordinating between Agency divisions such as Transit, Streets Division, Information Technology (IT), Human Resources for Talent Acquisition Division Services, Payroll, other related business units, and the apprentices themselves to ensure program success.

  • Manages the recruitment of apprentices by recruiting candidates and representing the SFMTA at apprentice related meetings and events and develops requirements for the apprenticeships with external stakeholders.

  • Manages internship programs and partnership with SFUSD and their non-profit partners to ensure a successful high school Fellows program. Coordinates between the SFMTA, SFUSD and their community partners, and the high school participants.

  • Coordinates with various city departments and the Mayor's employment programs.

  • Acts as SFMTA Liaison to the Department of Human Resources and other city and regulatory agencies on all Agency matters relating to Apprenticeships, Internships, and other pathway programs.

  • Writes reports, assessments, surveys, directives and other relevant documentation related to personnel, training, equipment, and on the job training for apprentices and interns; maintains accurate records of all apprentice and intern work, personnel actions and other related issues.

  • Performs other related duties and responsibilities as assigned.

Nature of Work:

Requires candidate to travel to various divisions, city departments and agencies. 

Minimum Qualifications:

  • Possession of a baccalaureate degree from an accredited college or university AND

  • Three (3) years of professional-level experience designing and managing workforce development, apprenticeship, or job pathway programs. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgement in the application of defined principles, practices, and regulations.

Substitution:

  • Additional qualifying experience may be substituted for the required education under the minimum qualification on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

  • May substitute up to one (1) year of the required functional experience with an advanced degree.

Notes:

1.  Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2.  One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience supervising or coordinating the work of clerical, technical or professional staff.

  • Knowledge of apprentice standards.

  • Experience with Diversity, Equity and Inclusion Programs.

  • Excellent oral and written communication skills and interpersonal skills.

  • Experience using HR information systems and electronic databases to track programs and participant information.

  • Experience coordinating internal and external stakeholders to meet project deadlines.
