The Cyber Effects and Information Warfare (IW) Department (N142) is seeking an Associate Project Leader (APL) for the Unified Platform (UP) Project.

Project Leaders (PLs) are the face of The MITRE Corporation. The APL, working closely with the UP PL, interfaces with the Sponsor, and along with their department leadership teams, helps the Sponsor explore and develop solutions for their pressing challenges and mission needs (e.g. the right problems). The APL works alongside the Sponsor, while thinking ahead of the current challenge; leveraging the unique vantage point of MITRE to look across our programs and services and lead the Sponsor to identify the big problems, the right work, that need solutions.

UP is a large (9.5 STE) MITRE project. Unified Platform functions as the JCWA core, providing data, data analytics and devsecops services to the Cyber Mission Forces. UP is leading the digital transformation of the JCWA, working with Platform One, Joint Cyber Command and Control (JCC2), Joint Cyber Weapons, Joint Cyber Access Platform (JCAP), and Persistent Cyber Training Environment (PCTE). Working with Dept and Division Leadership, and the other JCWA PLs, the APL will work closely with the UP PL to develop project outcomes synchronized across JCWA component projects and aligned to Division and Corporate goals, while ensuring collaboration and partnership across the work programs to maximize outcomes and impacts. The APL will work in collaboration with the UP PL to ensure maximum use of MITRE resources from the platforms, labs and across the corporation to provide state of the art cloud computing, digital engineering, and SAFe agile devsecops practices to the project. The Associate Project Leader will work closely with the sponsor and with the Joint, cross-functional team to define impactful mission outcomes, influence stakeholder decisions, provide actionable recommendations, and deliver data driven technical products and prototypes.

Roles and Responsibilities:

  • Develop impactful project outcomes and technical deliverables that will drive sponsor decision making.

  • Provide overall direction and oversite of technical efforts and ensure quality of data-driven technical products and/or solutions with actionable recommendations for the sponsor.

  • Provide technical oversite to the development/deployment of Joint Cyber operational capabilities in an agile manner to meet the speed of the evolving threat

  • Provide strong thought/technical leadership to shape the work program to ensure MITRE is addressing the sponsor’s most challenging technical issues in coordination with PLs across JCWA programs, aligned with Division, A&SFC, and MNS Priorities.

  • Collaborate, coordinate, and communicate with JCWA PLs and division/department leadership frequently to maximize impacts across all JCWA related projects

  • Engage in collaborative research efforts with external FFRDCs, UARCs and industry & academia partners as appropriate

  • Work with PL to maintain accurate staff and budget plans, utilizing softshell resources when needed to bring the best expertise to bear on the sponsors most challenging problems

Basic Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience in computer science, cyber security, or related field

  • Top Secret Clearance

  • Demonstrated competency in technical fields that are critical to the program’s success (eg, cloud computing, data science, digital engineering, cyber security and resiliency techniques, SAFe agile software development and acquisition)

  • Demonstrated record of technical team leadership

  • Demonstrated ability to coordinate across projects

  • Strong interpersonal skills as well as effective verbal and written communication skills

  • Motivation to expand knowledge and skills and assume responsibility

Preferred Qualifications:

  • Top Secret SCI Clearance

  • Demonstrated technical breadth in Cyber Operations, including Joint Cyber Warfighting missions

  • Strong knowledge of Joint Cyber Warfighting Architecture projects and divisions, and broad knowledge of Joint cyber operations

  • Demonstrated ability to swarm MITRE resources to tackle large challenges, collaborating across multiple direct projects, including potential teaming with MITRE Capstone Projects, and MITRE internal research to maximize impact and deliver results that could not be achieved otherwise

  • Strong understanding of Joint Programs and Combatant Commander Priorities

  • MS +6 years of experience in computer science, cyber security or related field

  • 2+ years of experience acting as a lead of a diverse multidisciplinary technical team

  • Experience with the MITRE cyber platform, internal research projects, and MITRE Labs

  • Track record of innovative thinking
