Bureau of Reclamation Supervisory HR Specialist (Recruitment/Placement) in Salt Lake City, Utah

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise advising on Federal recruitment and placement. Duty Location: Upper Colorado Basin Region, Human Resources Division, Recruitment and Placement group located in Salt Lake City, UT. Full time telework and remote work not available; housing not provided. Responsibilities - Responsible for providing multi-state and multi-agency recruitment and staffing program administration to include operations involving the areas of Special Programs (Veterans, diversity, the disabled, the Pathways Programs, etc), Direct-Hire Authority, Delegated Examining Authority, including program evaluation. -Evaluates the recruitment and placement program considering current workload, previous schedules, priority matters, anticipated program, procedural issues, staffing levels, and other changes in developments. Conducts evaluations to determine the effectiveness of human resource programs to ensure they are meeting management objectives, promoting supervisory understanding and acceptance of programs, principles, and procedures as they relate to employee rights, privileges, and responsibilities; ensures integration of administrative programs with total personnel management. -Administers and provides oversight and evaluation for processing personnel actions meeting all legal and regulatory requirements to ensure technical accuracy with flow through personnel/payroll systems, all of which have long-term impacts and financial implications for each employee. Additionally, provides oversight and evaluation of the Employee Timekeeping and Attendance System operations. -Recommends changes in procedures to meet workload demands and to effect other operations. The results of the work have a significant impact on the effectiveness and acceptance of HR programs, as well as, supervisor's and mangers' ability to effectively accomplish their work throughout the Region and Agencies serviced by staffing and classification. GS-13: To qualify at the GS-13, your resume must reflect one year of full time experience (see resume requirements below) leading teams and projects in the areas of staffing, recruitment and placement; recruiting for and staffing a wide variety of positions, including GS and craft (FWS, BB, WB, or WG) positions; using delegated examining, merit promotion, and using special (noncompetitive) hiring authorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/01/2024. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. You may be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Full time telework or remote work is not available for this position. This position will report to the office located in Salt Lake City, Utah.
