General Purpose

Manages the day-to-day regulatory affairs of a state service territory that has a significant impact on corporate, business unit, or organizational objectives. Establishes and implements regulatory business objectives, strategies, and plans. Manages and allocates financial and employee resources. Implements and supports company programs and policies. Responsible for day to day relationships with regulatory agencies, intervention groups and other key regulatory stakeholders. Project manager for all regulatory filings in the assigned state including general rate cases, major plant cases, power cost tracker filings, avoided cost dockets and other matters.

Responsibilities

• Manage the preparation of regulatory filings, and testify as the company expert in rate cases and other regulatory proceedings.

• Develop and implement state specific business objectives, strategies, and plans consistent with the company's overall regulatory strategy.

• Provide input into policy decisions and mobilize resources to produce desired business results.

• Ensure compliance with state regulatory filing requirements.

• Monitor state regulatory proceedings and manage presentation of the company's position in written and oral testimony before state/public service commission’s and other external audiences.

• Develop and foster external relationships with public service commissioners, other regulators, intervention groups, other utilities, and other key regulatory stakeholders that have an impact on the company’s regulatory activities.

• Support government affairs activities that impact regulatory issues and testify before legislative bodies as needed.

• Review technical data, financial modeling, and understand regulatory data systems and interfaces with other company data systems.

• Develop presentations and periodic reports.

• Prepare, respond, review and approve all data requests for assigned state.

• Lead the functional team; direct day-to-day activities, and provide guidance and recommendations.

• Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.

Requirements

  • Bachelor's degree in accounting, finance, mathematics, business, economics, engineering or a related field; or the equivalent combination of education and experience.

  • Advanced degree preferred.

  • A minimum of seven years of related regulatory experience.

  • A minimum of three years supervisory/leadership experience.

  • Strong leadership skills and the ability to work with all levels of an organization including people with different styles and backgrounds; ability to work both independently and as a member of a team to maintain project timelines, budgets, and deliver commitments; and ability to manage and motivate employees.

  • Ability to testify before regulatory agencies and other government bodies as an expert for the company.

  • Knowledge of applicable company policies and procedures; applicable state government and commission laws and regulations,

  • Thorough understanding of utility rate making principles, utility economics, as well as general familiarity of the fundamentals of revenue requirement, interstate allocations, net power costs, class cost of service and rate design.

  • Ability to communicate calmly while under pressure.

  • Strong communication and interpersonal skills including ability to consult with internal and external clients.

  • Travel may be required.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
