Applied Signal Technology (AST), a national asset in the SIGINT domain, is seeking a Senior Program Manager to lead dynamic, mission-driven programs that provide development, deployment, and support of fielded systems for a classified customer. This position reports to AST’s National Systems Department within the Broadband Communications Systems (BCS) Division. BCS programs require a PM that has excellent customer-facing and communication skills, political savvy to manage competing customer priorities, ability to translate development/support requirements from overarching customer mission objectives, thorough understanding of the customer’s culture, and practical application of the RAST product line.

In this critical role, the PM will be responsible for all aspects of program execution including cost performance, schedule performance, technical integrity, quality, and on-contract growth capture. The PM will be challenged with an engineering team that is geographically dispersed across locations in California and Utah. The PM will be required to collaborate closely with other PMs in the department to ensure closed-loop Raytheon AST performance between development and O&M for the same customer set. What You Will Do​

  • Oversee all facets of program execution including cost performance, schedule performance, technical integrity, quality, and on-contract growth capture

  • Manage and influence a program’s bookings, profit, sales, and cash flow

  • Develop and execute effective mitigation strategies

  • Identify unmet mission needs of our customer to maximize on-contract growth potential

  • Manage competing priorities and interface with all customers (internal and external) effectively

  • Handle operational security issues

  • Represent the company with customer and teammates

  • Work within and across organizational boundaries and geographic locations

  • Travel domestically approximately 20% percent of the time

  • Must obtain Conditional Program Management Certification, in accordance with Raytheon Policy 248-RP, within 6 months of hire date unless extended under the policy

Qualifications You Must Have

  • 10+ years of proven leadership experience managing Signal Processing development or O&M programs

  • Experience in risk assessment (both operational and Programmatic), risk mitigation, cost account estimation, cost management, schedule management, and on-contract growth

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Active and transferable TS/SCI is required prior to start date ​

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Experience managing classified TS/SCI programs

  • Raytheon Level 5 Program Management Certification

  • Hands-on experience and/or technical knowledge of AST’s product line

  • PM or IPTL for an activity with at least 20+ equivalent heads

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
