ICF Construction Manager, Utility Mitigation - Hybrid in Salem, Oregon

ICF’s Disaster Management Division is seeking a Construction Manager, Utility Mitigation in Strategic Resilience to help electrical utility clients manage federal grants to carry out strategic and high-impact projects to mitigate disaster risks and reduce future losses in its communities. This position will be hybrid (client site and home remote), based in the Springfield/Eugene, Oregon area.

The right candidate will have experience in the Federal Emergency Management Agency (FEMA) programs as well as an understanding of other federal programs and applicable cross-cutting regulations. Experience in large ($25M+) infrastructure projects, specifically related to electrical distribution and/or transmission is preferred. You will work with senior staff, subject matter experts, and junior staff to QA/QC all construction documentation, and all construction-related activities in support of electrical utility mitigation and recovery efforts. Representing our clients, you will be empowered to direct construction contractors in the field to ensure consistency with the project scope, design documents, and programmatic requirements.

Key Responsibilities:

• Work as part of a team providing expert services to support mitigation efforts, focusing on the management and QA/QC of construction activities.

• Manage multiple tasks to help keep the project on track, prevent delays, and ensure that all work and materials are coordinated effectively.

• Abide by the procedures set forth in the ICF Health and Safety Plan to mitigate the risks associated with work and materials associated with electrical distribution construction work.

• Always wear appropriate personal protective equipment (PPE) to protect against potential hazards. PPE costs will be reimbursed.

• Advise the client on safety matters that arise.

• Being adaptable and willing to adjust plans when unexpected issues arise.

• Problem solve with quick issue identification, effective analysis, and development of practical solutions related to design and construction for all parties involved.

• Collaborate with the client, designers, contractors, and the funding agency to generate unique solutions to complex problems and implement them effectively.

• Ensure quality and accuracy of inspections, cost estimates, scopes of work, contractor invoices, cost reasonableness determinations, and environmental requirements.

• Review contractors change orders requests for reasonableness and necessity.

• Review and verify construction item quantity documentation is complete.

• Verify work in the field is consistent with the project scope and design documents.

• Organize project documentation such as Requests For Information and Submittals.

• Ensure all programmatic documentation has been addressed.

• Assist with the development or refining of management and QA/QC procedures and processes for implementation.

• Work location is anticipated to be split between the construction site and office. Office location may be a home office, client office, or contractor’s site office.

• The project covers approximately 17 miles along Oregon Highway 126 from Good Pasture Road to just east of Blue River, see attached project area map.

• A personal vehicle is required to drive to, and around, the project site. Work associated mileage will be reimbursed.

*MUST HAVE Qualifications: *

• Bachelor’s degree in Construction Management, Construction Engineering, Electrical Engineering, Civil Engineering, or equivalent.

• 5+ years of experience in infrastructure construction supervision and management (excluding residential/commercial building construction).

• 2+ years of experience in FEMA infrastructure construction programs.

• 2+ years of experience in electrical distribution or transmission construction practices.

Professional Skills:

• Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables.

• Experience with scheduling software and schedule analysis.

• Proficient in reading design documents and technical specifications.

• Knowledge of formal contract agreements.

• Meeting management and presentation skills.

• Ability to work on several projects or tasks simultaneously.

• Ability to work independently or as a team.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$77,770.00 - $132,209.00
