ICF Broadband Grant Manager Lead - Disaster Management in Salem, Oregon

Description

ICF is seeking a Broadband Lead Grants Manager with federal, state, or local government grant program experience or similar work to support our Broadband work across the United States. This is an opportunity to be a part of a grant management team that is making a significant impact by assisting government agencies and communities in designing and implementing policies and programs that promote broadband equity and bridge the digital divide.

This role will be an integral part of a team that assists states with administering broadband-related programs funded through the Infrastructure Investment and Jobs Act (IIJA) and/or other federal and state broadband development programs to optimize grant resource management. Our functional expertise is in program and grants management, program implementation, planning, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation.

In this role, you will have the opportunity to support the mission, business, service, and operational needs of our clients, subgrantees, and their applicants.

Responsibilities:

  • Assist the Program Manager in leading the teams responsible for the implementation of IIJA BEAD-funded broadband programs.

  • Contribute to broadband program design and implementation with a focus on grants management

  • Schedule and assign work to program staff and ensure timely completion.

  • Assist with grant application development, planning activities, project submittals, and tracking through grant closeout and compliance.

  • Coordinate with all program divisions and leadership to ensure compliance, collaboration, and consistency program-wide.

  • Ensure client and sub-awardee compliance with all federal regulations including 2 CFR 200, IIJA, BEAD, and ARPA requirements.

  • Support efforts to build staffing capacity as well as train grant managers to ensure the highest quality of service and deliverables to our clients.

  • Implement and lead a rigorous QA/QC process.

  • Collaborate with state and federal agencies, local governments, and other stakeholders to contribute to the development of resources, reports, policies, and procedures that encourage broadband infrastructure development

  • Participate in client, local, state, and federal administrative meetings and other job-related meetings as assigned.

  • Assist in the development of documentation, project management, data management and tracking tools to ensure effective reporting

  • Work with the program manager to support program performance reporting and identify areas for improvement.

  • Prepare agendas, biweekly status reports, and follow-up actions for meetings with external clients and client vendors.

  • Implement and update procedures for the proper administration of grant funds.

  • Document processes for internal and external audiences.

  • Provide technical assistance to stakeholders on the proper management of its IIJA grants.

Minimum Qualifications:

  • Bachelor’s degree or advanced degree in Business Mgmt., Public Policy, Telecommunications, Business Administration, Public Administration, or a related field

  • 3+ years of experience in federal or state grants management.

  • 2+ years of experience in broadband telecommunications or government programs.

  • Familiarity with National Telecommunications and Information Administration (NTIA), and Infrastructure Investment Jobs Act (IIJA) compliance and regulations.

  • Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.

  • Willingness to travel or open to relocation, if need be.

Professional Skills:

  • Strong analytical, problem-solving, and decision-making capabilities

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio)

  • Self-motivated; ability to work independently and as a team.

Preferred experience:

  • Understanding of 2 CFR 200 (especially 200.306 cost-sharing and matching)

  • Familiarity with QuickBase, Salesforce or similar platforms.

  • Experience working within a Federal, State, or City Grant Mgmt. or Grant Administration role.

  • Knowledge of IIAJ, BEAD, and FCC programs.

  • Previous experience supporting broadband initiatives.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$102,285.00 - $173,884.00
