The MassHire-North Shore Workforce Board (MHNSWB) is seeking an Executive Director (ED) to lead its dynamic, top-performing workforce development team! Position Summary: The ED reports to the Board of Directors which provides leadership in creating strategic alliances with business, government, education, and community organizations to provide access to education, training, and employment opportunities for all workers and for companies in the region. The ED is responsible for promoting economic development and community growth and for carrying out the mission and strategic plan that is rooted in the principles of equity and increased access to workforce development services for job seekers and companies. The ED oversees MHNSWB staff in developing the annual program and budget which is signed by the MHNSWB Chair and the Mayor of Salem prior to submission to the state. Primary Duties: The ED is accountable for all programs and services and will be the chief liaison for public and private funding partners, nonprofit organizations, government agencies, elected officials, and civic, business, and community leaders. The position develops, mentors, and oversees a team of 15+ staff members and has direct responsibility for the achievement of goals established by the Board of Directors. This leader represents and directs the MHNSWB in its mission to build a dynamic, efficient, and integrated workforce development system that promotes economic development and community growth. The ED develops partnerships with organizations having similar missions and works to support the overall workforce ecosystem on the North Shore. Partnershipsinclude educational, economic development, business, nonprofit, and political organizations within the region and when needed across the state. The ED is responsible for overseeing the MassHire-North Shore Career Center, the primary mechanism through which the services described above are provided. Included in this is overseeing the Career Center\'s budget development, periodically meeting to review Career Center performance, and reporting its performance metrics to the MHNSWB Workforce Systems Committee and the full Board of Directors if needed, ensuring quality performance overall. The MHNSWB ED oversees any required RFPs for programs and services, including RFPs for Career Center operating services required periodically by law. Required Qualifications: The qualifications listed below are representative of the ideal candidate\'s required knowledge, skills, and/or abilities. 1. A master\'s degree in business administration, public policy, education, or a related field from an accredited college or university 2. At least 8 years of related management and progressive leadership experience in the field of workforce development or a related field consistent with the mission of the MHNSWB 3. A professional record that includes an entrepreneurial mindset and demonstrates the ability to execute programs effectively as well as the ability to build strong collaborative relationships with other organizations and individuals 4. Working knowledge of federal and state laws, such as, but not limited to, the Workforce Innovation and Opportunity Act (WIOA), the Wagner-Peyser Act, apprenticeship regulations, and other types of training models 5. Strong hands-on leadership skills and strategic thinking with the ability to influence and persuade others, especially across organizational boundaries 6. Excellent planning skills with the ability to manage a portfolio of programs/projects of significant scope and complexity in a fast-paced environment that includes numerous external partners and stakeholders 7. The ability to define problems, collect and analyze data, establish the facts, draw valid conclusions, and develop solutions in situations that may involve a variety of variables and limited existing standards 8.
