State of Massachusetts Business Service Representative in Salem, Massachusetts

MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Employment Services Representative markets and promotes the services of the Career Center to employers and other interested parties in the office's territory; develops and implements promotional programs; gathers and disseminates labor market information; provides technical assistance concerning recruitment of Career Center customers; establishes and maintains working relationships with employers; plans and organizes job fairs and recruitments; establishes and maintains a data bank of information on local employers; assists Career Center staff by soliciting employment opportunities for specific customers and performs related duties as required. Duties include but are not limited to: * Markets and promotes Career Center services and programs to area employers and other interested parties by visiting businesses and other locations to explain and describe Career Center programs and services and to solicit employer participation and obtain employment opportunity listings (Job Orders) that meet established guidelines and standards about content to adequately serve the Career Center's job seeking customers. * Implements programs designed to promote the services of the Career Center using local print and electronic media to inform the public and employers of available agency services and programs. * Establishes and maintains effective working relationships with area employers by making personal visits to determine employer needs, explain Career Center services, and obtain Job Orders that meet established standards, guidelines and customer needs. * Provides technical assistance and act as a problem-solving liaison for employers with unfilled employment opportunities by suggesting solutions such as restructuring job requirements, positive recruitment, Inter-area recruitment etc. to better utilize career center resources. * Ensures that the Career Center staff is aware of the employer’s needs and job order specifications to facilitate the prompt and effective servicing of job orders. * Plans, organizes, and conducts job fairs, special events, and recruitments to provide large scale labor exchange opportunities for both employers and job seekers. * Establishes and maintains a data bank of information on local area employers through on-site visits to facilitate the placement of Career Center customers and the filling of employer needs; records and updates information on appropriate DCS forms and inputs data as necessary via computer to maintain various DCS computerized information systems. * Performs other duties necessary to support customer service and insure the smooth daily operation of the Center. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. Minimum Entrance Requirements: Applicants must have (A) at least three (3) years of full time or equivalent part-time professional or paraprofessional experience in business, marketing, recruitment, employment or educational counseling or a related field, or (B) any equivalent combination of the required experience and the substitutions below. Substitution: I.An associate's degree or higher in a related field may substitute for one (1) year of the required experience.
