Description Benefits Description Provides both administrative assistance and technical support to the department supervisor with the enforcement of building codes, zoning regulations, code enforcement, and other ordinances related to construction activity. Processes zoning amendments and zoning variance requests and presents to the appropriate Commission/Board/Council. Performs plan review functions, including verifying compliance of specifications with Town codes, policies and ordinances. Answers code related questions. Reviews and records comments on applications and plans related to building, mechanical, plumbing, electrical, irrigation, fire sprinkler, concrete, and excavation permits. Applies and enforces the Town's zoning ordinance regulations. Prepares reports and maintains inspection records within the Town's permit software. Processes applications for contractor registrations and license renewals within the Town's contractor registration software.

Reviews and evaluates proposed building plans, specifications, and blueprints to insure that proposed construction complies with building, electrical, plumbing, mechanical, fire, environmental, flood hazard, design, energy, barrier free requirements, landscape, clearing, grading, filling and related Town codes, policies, regulations and ordinances.

Identifies and lists violations required to be resolved prior to approval of construction plans.

Provides information and gives advice regarding building and zoning requirements to property owners and contractors.

Provides technical assistance and information to the department supervisor, consultants, developers, citizens, Town staff, and appropriate Commission/Board/Council on matters regarding development design review and construction projects.

Assists with the department's annual operating, capital and other related budget preparation. Prepares Commission/Board/Council agenda items for development or other special projects. Attends meetings with consultants, contractors and other staff as necessary. Works with the various staff on Capital Improvements Projects as needed.

Conducts site inspections as necessary for capital projects at all phases of construction. Evaluates and responds to public, inter-departmental and Town official inquiries.

Manages design and construction specifications and details, revisions, and requests for new material approvals.

Completes plan review functions of proposed building plans, survey plats, specifications, and blueprints to insure that proposed construction complies with zoning, building, electrical, plumbing, mechanical, fire, environmental, flood hazard, energy, barrier free requirements, landscape, clearing, grading, filling, and related Town codes, policies, regulations and ordinances.

Meets with property owners, contractors, developers and architects to provide information and answers questions regarding building and zoning requirements and processes. Coordinates meetings with Town staff and developers/property owners for various reasons including but not limited to rezoning, re-platting, and commercial projects.

Assists with citizen complaints concerning construction activity performed around their property.

Assists builders and owners in determining how code violations can be corrected to ensure compliance with code.

Assists department staff in processing applications including entering in computer and maintaining re ords of approved plans and permits.

Assist the department supervisor with process and present agendas and applications to the Commission/Board/Council. Prepares agenda briefings for items related to Zoning, Building Inspection, and assists with presentations to Council.

Reviews/ prepares/ presents zoning and construction code updates.

Performs other related duties as assigned.

Typical Qualifications Necessary Knowledge, Skills and Abilities

Able to interpret codes and judge compliance with set standards.

Thorough knowledge of Town codes policies, regulations and ordinances, the Zoning Ordinance, building codes, electrical codes, plumbing codes, mechanical codes, general construction codes, working knowledge of electrical, carpentry, cement, mechanical, energy conservation measures (i.e. insulation, window ratings, thermal envelope) or plumbing work, and skill in applying knowledge of building codes, zoning and land use regulations.

Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public; ability to read and understand detailed plans and specifications; ability to communicate effectively orally and in writing.

Skill in the operation of listed tools and equipment. Ability to conduct research and prepare comprehensive reports.

Knowledge of construction materials supplies and equipment specifications and standards. Knowledge of contract preparation, negotiation and implementation.

Knowledge of on-site inspection and investigation practices and procedures. Knowledge of Town policies and procedures.

Proficiency in effective oral and written communications is essential.

Proficiency in the use of computers and related equipment, hardware and software.

Skill in preparing, developing and presenting technical information to public officials, developers, contractors, consultants and the general public.

Skill in effectively directing, supervising and delegating duties to professional and administrative level staff.

Skill in negotiating, mediating and resolving customer complaints and concerns.

Minimum Education. Experience and Certification

Bachelor degree in Construction Engineering Technology, Business Management and/or Business Administration, or equivalent and three (3) years' experience in a progressively responsible position related to construction or municipal management; or any combination of education and experience that allows for successful performance of the job. A Valid Texas Driver's License; and International Code Council plan review certification, or acquisition within two years.
