Title: Economic Development Manager (Full-Time or Part-Time)

Location In Missouri: Multi-Location (Metro St. Louis and Rural Counties)

Report To: Director.

Overview: Hi-Tech Charities (HTC) is searching for an accomplished, highly successful Economic Development Manager, who has developed multiple community projects, housing, facilities, infrastructure and operational program, by winning and deploying multiple, multi-years federal, state, local and foundation funding competitions, demonstrated by evidenced millions of dollars in recent awards and years of community development. As an accomplished development and funding expert in housing and facilities development, endowments, foundation, and a prolific resources procurement professional, you would be responsible for endowment and foundation creation, responding to RFPs, and writing winning first-class proposals to fund new and existing multiple, multi-years federal, state, local and foundation projects, and planning and implementing development projects, including creation and management of a Hi-Tech Charities Foundation. This position is responsible for researching and developing appropriate community projects and exploring funding sources, creating, maintaining, revising, and responding to complex, high-quality proposal documents in support of existing and new development projects. The Development Manager will be responsible for responding to all solicitations (RFP, RFI, RFQ, RFS, etc.) and will work with Programs Department, Operations, Department, Clinical Department and other Departments and Teams, to provide the most appropriate responses, ensuring on quality standards, company policies, methodologies, and deadlines. The position will also work with various teams on new programs development and the creation of policies and procedures and training manuals. The growth of the organization presents both challenges and opportunities for the successful candidate to be a part of the management team that guides HTC in the development of quality, successful projects and programs to continue the growth of the company. Essential Functions:

  • Carry out economic, housing, facilities and other development programs.
  • Create and manage successful endowment and foundation.
  • Responsible for responding to federal, state, local and foundation funding competitions (RFI (Request for Information)/RFPs (Request for Proposal) and writing high quality winning proposals and bids. Analyzes pertinent industry/market literature, drafts bid proposal copy, and verifies documentation. Also assists in maintaining a document control system; tracks and controls changes to documents; and edits the draft documents of others.
  • Completes complex fundraising, and proposals across multiple business segments within established deadlines, including establishment and operation of endowment and foundation.
  • Reviews documents and drafts responses for format, consistency, and compliance with existing procedures.
  • Assists in the maintenance of revision control and tracking spreadsheet for all controlled documents.
  • Assists others in the creation and drafting of proposals and other documents.
  • Proof reads and edits documents and communications to state, federal and other external entities
  • Manages workload and prioritize activities to ensure efficient, timely completion of assignments.
