Purpose
The 911 GIS Technician II is responsible for duties associated with the data management and advanced quality control of databases that are used for 911 and public safety. The 911 GIS Technician II assists with management of 911 data on the ArcGIS server and performing analytics on the 911 data to ensure its accuracy and completeness. This position will require the use of GIS as the primary tool for data creation, editing, comparison, maintenance, and quality control. This position will use GIS as a principal method to work with and communicate with other departments and agencies regarding 911 and public safety. This position will support the information vital to 911 emergency dispatching, call taking, 911 location identification, and all other public safety functions. This position requires effective communication with the vested public of St. Johns County.
Education and Qualification
Requirement
- Minimum: High School Diploma or Equivalency
- College education or GIS/Public Safety/Public Administration related Certification
- Minimum of 2 years GIS experience or 911 experience
- Advanced understanding of the concepts behind data management in a relational database
- Advanced knowledge of ESRI ArcGIS software
- Intermediate knowledge of GIS related Coding languages (Python, SQL, and ESRIs Arcade)
- Basic knowledge of NENA 911 Data Model Standards
- Proficient with Microsoft Office and Excel
- Type 25 WPM accurately
- Valid Florida Drivers License
Duties
- Perform all duties of a 911 GIS Technician I
- Create, update, and manage GIS data on the ArcGIS server
- Generate reports and data deliverables in multiple formats using the advanced concepts of data analysis using ArcGIS mapping software to include ArcMap, ArcGIS Pro, Python scripting and ArcGIS Online
- Create, maintain, and edit applications
- Perform data comparison tasks within multiple related databases within GIS
- Update the GIS data for third party software applications with the Sheriff Office
- Create, maintain, and update GIS data
- Perform data comparison tasks within multiple related databases within GIS
- Create and maintain 911 standards of operations for frequent duties performed
- Perform quality control on all 911 databases and data for accuracy and completeness
- Identify methods to promote information sharing for 911 GIS data and 911 databases
- Create, update, and manage automated processes for data manipulation
- Conduct GIS and 911 related training and instruction
- Coordinate and assist the Supervisor with administrative paperwork, grant paperwork, and coordination of the unit
- Serve as the acting supervisor in the absence of the supervisor
- Produce electronic mapping products using GIS and paper maps using a plotter as needed
- Utilize GIS as a tool to research and troubleshoot data discrepancies
- Performs field verification activities or follow up to problems identified in the field as needed
- Assemble, organize, and summarize requested information for support staff as needed
- Type/file/retrieve reports, correspondence, forms, and other documents
- Create, update, and follow quality assurance standards
- Utilize computers/applicable software/office equipment/printers/plotters/scanners/GPS

- Report directly to supervisor
- Adhere to laws/agency policy/rules/ regulations/SOP/ procedures, as well as National and State 911 rules and regulations
- Maintain confidentiality/security of files and information obtained in the course of employment
- Process/compile/disseminate record/public record information as directed by approving authority in accordance with lawful requirements
- Provide assistance to citizens, visitors, employees and other public and private entities in an effort to meet their needs and build positive community r lationships/resolve complaints/address conflicts
- Maintain continuity and operational efficiency by accurate and timely dissemination of information to Staff and co-workers
- Adhere to leave, overtime and attendance policies/procedures (i.e. arrive promptly, regular attendance at work, notification to supervisor regarding absence from work due to illness or untimely incidents, etc.)
