Description of Work

This posting is for an Engineering Technician III position in the Salisbury Construction Office. This advanced level position will serve as a senior project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts. Job duties include but are not limited to: Monitors contractor’s daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contract documents. Will perform contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment. Resolve daily constructability issues and troubleshoots problems to mitigate delays to project delivery. Assists other Department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work. Anticipates contractual problems and advises engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project. Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE requirements. Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits. May direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. Manages all aspects of assigned construction projects with limited supervision from higher level engineers. This position will also be directly involved with the leadership, management, counseling, and training of junior technicians, both Department and CEI. Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects. Additional Expectations:

Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lb. Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required. Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred. Advanced working knowledge of mathematical functions is required. Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9. Must apply safety philosophy and program to all operations. Safety toe shoes are required.

Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
