ROUND ROCK-CITY OF Budget Manager in ROUND ROCK, Texas

Description

: Under limited supervision, the Manager-Budget directs the planning and preparation of the annual operating budgets, special projects and multi-year financial plans. Provides supervision and direction for the budget division.

***Posted range is the starting salary. Pay rate offered is based on experience.***

Examples of Duties

: Supervises assigned staff including hiring, evaluating performance, coaching, training, recommending dismissal and completing/approving timesheets and leave requests; assigns work tasks and monitors the quality of work performed; ensures staff has the knowledge, skills, equipment, guidance, and support necessary to perform the functions of their positions.

Initiates and directs the preparation, monitoring, and management of the operational budget; plans and directs the city's annual budget process from initial planning to final submission, working closely with city administration. Develops and/or enhances models and analytical tools for short-term and long-term financial planning and forecasts related to revenues and expenses; coordinates needs assessment with departments. Reviews and analyzes operating budget requests; coordinates discussions with department managers regarding any concerns and makes recommendations based on Council/Management priorities. Assists with Truth-in-Taxation calculations for annual city property tax rates; coordinates with Williamson and Travis Central Appraisal Districts as appropriate. Performs financial analysis and research for city operations, major program initiatives, and economic development prospects. Manages and coordinates quarterly reporting; develops and reviews program budgets, performance measures and ad hoc reports as needed. Develops, recommends, and implements process improvement in relation to the city's budget policies and procedures.

Experience and Training

: Bachelor's degree in Business, Public Administration, Finance, Accounting, or related area.

Five (5) years of financial and accounting administration including budget management experience. Experience must include at least one (1) year of experience in a supervisory role. Public Sector experience required. General knowledge of statistics and forecasting methods preferred.

Certificates and Licenses Required

: Demonstrated knowledge of modern office software (i.e., Microsoft SharePoint, Teams, Word, Excel, Outlook)
