Department of State - Agency Wide Program Analyst in Rosslyn, Virginia

Summary This position is located in the Worldwide Protective Services Division, Office of Overseas Protective Operations, International Program Directorate, Bureau of Diplomatic Security (DS/IP/OPO/WPS). You will serve as a Program Analyst with responsibility for providing expert analysis, advice, guidance and direction in support of the WPS' development of policy, oversight of the financial and contractual requirements associated with providing worldwide protective services. Responsibilities Plans, organizes and manages a broad range of activities promoting the effective management of programs and the appropriate use of the financial resources entrusted to the Directorate. Oversees the allocation/utilization of Division’s resources. Directs/analyses program/management operations at high threat posts to identify/define problems, generate/evaluate alternatives, select options, manage risks and evaluate programmatic, financial, and operational decisions. Serves as the Contracting Officer’s Representative (COR) on major overseas protection contracts including contracts to acquire unique and unprecedented products and services. Authorizes task orders and payment of invoices. Provides authoritative advice and guidance to the Division Chief to ensure that the division’s programs are soundly managed by directing assessments of current practices and implementation of best practices to improve program effectiveness. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying program analysis concepts, methods, and practices to conduct comprehensive analyses of programs and resources. Experience applying a wide range of analytical methods to assess and evaluate program effectiveness and compliance. Experience determining the impact of new/revised legislations, mission requirements and policies on program operations. Experience preparing and presenting complex data using a variety of methods to influence the decision-making process. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
