THE POSITION

Douglas County Public Works - Work Crew

Full time position available with competitive full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

This position assumes responsibility for management and coordination for adult offender work programs. The manager promotes, develops, coordinates and evaluates programs for adult offenders assigned by the courts to community work programs. Manager assesses program needs then develops; implements and interprets policy and procedure; develops and monitors budget; supervises support staff.

Essential Functions:

  • Manage the adult offender work program. Plan, develop, implement and evaluate work programs for adult offenders assigned by the courts to community work; coordinate with other department staff and the courts. develop short- and long-range goals, objectives and evaluation of the program; prepare and monitor program budget. Establish and interpret policy and procedure. Develop training programs for offenders.

  • Develop relationships with federal, state, county and city agencies. Contact agencies and negotiate short and long-term contracts for work projects. Periodically evaluate connections.

  • Direct, supervise, assign work to, set priorities and monitor work performance of support staff; offer assistance as needed. Maintain standards of efficiency of employees through training and established goals and objectives. Ensure programs are in compliance with department goals and objectives and that employees are working safely. Assume accountability for work performed within the program. Is involved in selection, training, and evaluation of staff. Develop and interpret policy and procedure.

  • Promote community service, work crew and forestry programs of the department through public relations and education; make presentations to community organizations and other agencies; interpret policy and procedure to the public.

  • Assess physical and emotional conditions of offenders. Assign offenders to community service or work crew according to their court orders or sanctions. Monitor offender compliance and progress and keep parole and probation officers and the Courts informed of offender's progress.

  • Research and prepare variety of records, statistical and costing reports, involving statistical data and analysis to support projects, equipment usage and replacement and staffing.

POSITION REQUIREMENTS

MINIMUM QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred.

  • Bachelor's degree in business management, or related field and two years work related experience which includes program management and supervision

  • Six years satisfactory equivalent combination of education, experience or training.

Required:

  • Valid Oregon Driver's License

  • Regular and consistent attendance

    Thorough knowledge of: principles, methods and techniques of effective business management including personnel management and fiscal management to develop, implement and evaluate programs; considerable knowledge of human behavior and adjustment problems as it relates to adult offenders; considerable knowledge of behavior intervention, management and support strategies; considerable knowledge of community resources; considerable knowledge of program planning, evaluating and implementing programs to meet specific objectives. reasonable knowledge of the adult criminal judicial system, law enforcement agencies; reasonable knowledge of landscaping, carpentry, plumbing and power tool equipment. Skill in: Writing clear and concise correspondence, records, reports and statistical data; interviewing and listening techniques and principles; group dynamics. Ability to: Communicate effectively in both oral and written forms; prioritize, develop and coordinate projects; contract and budget preparation; work within a team; relate to a diverse population of people; conduct research, establish and maintain records, reports and statistical data; make decisions independently in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in completing tasks and responsibilities; adjust to priority changes; effectively organize time and meet established deadlines; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational situations; courteously meet and deal effectively with other employees, other public agencies, law enforcement agencies, the community, the media, offenders and the public.

    Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position. A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state. Finalist(s) for this position will be made an offer of employment, contingent upon review and approval of driving record. An unacceptable driving record for employment is defined in theDouglas County Driver Policy Standard Operation of Vehicles #5 (http://www.co.douglas.or.us/hr/Risk/safety/driving.asp) .

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass acriminal history backgroundcheckas part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
