Summary This position serves as a Management and Program Analyst at the Bureau of Land Management Roseburg District Office. The incumbent applies analytical and evaluative methods and techniques to well-precedented projects and studies concerning issues or problems of a procedural or factual nature. Salary Range for GS-07: $49,025 - $63,733 Salary Range for GS-09: $59,966 - $77,955 Responsibilities May Analyze and assist with administrative systems and reporting requirements with Records Administration (emphasis), Mail Room functions, Correspondence procedures, QuickTime procedures, Collections and Billing Systems functions, FBMS and other administrative duties that may be assigned. May analyze budget projections assessing validity of assumptions and consistency of estimates. May assist with planning, coordinating and developing budget proposals. May analyze and assist with the District Micro-Purchase Program. May Analyze District Agency Organization Program Coordinator Plans and Procedures and provide recommendations to improve processes. May analyze management information requirements to develop process improvement with programs or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology, Identifies and develops data required for use in the management and direction of programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-07: Specialized Experience: Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sector) performing 3 or more of the following: (1) preparing statistical data related to program or management activities for review; (2) analyzing problems to identify significant factors within administrative processes; (3) providing recommendations for improving the efficiency of internal administrative operations; (4) communicating with higher graded analyst to resolve administrative issues. OR Education: Successful completion of at least one full year of graduate level education from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09:Specialized Experience: Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) analyzing administrative systems, workflows, and/or reporting requirements to increase efficiency of program operations; (2) performing research on specific program issues to make applicable recommendations for resolution; (3) conducting preliminary analyses of organization, methods, and procedures for providing administrative support matters; (4) preparing evaluation reports to assist management in decision making efforts. OR Education: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree, from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes. This position is considered a career ladder opportunity, with a full performance level of GS-09.
