Job Description

This position functions as the first-line manager of professional and non-professional positions reporting to the Roscommon CSC and the Gladwin Field Office within the Field Operations Unit of the Northern Lower Region – Central. (Counties covered Roscommon, Ogemaw, Iosco, Arenac, Gladwin, Clare, Isabella, and Midland). This position is responsible for the supervision, direction, and administration of all Wildlife Division programs and activities in the Field Operational Unit. This position will exercise independent judgement to select the proper course of action in day-to-day and weekly operations in a work area and requires knowledge of policies, procedures, and regulations of natural resources programs, and supervisor techniques, personal policies, and procedures. Field Operations Manager (FOM) is responsible for the developing and planning of budgets and work plans, monitoring expenditures, and tracking and evaluating annual accomplishments of the staff. The FOM makes harvest and management recommendations to the field coordinator for a variety of wildlife species using the best available scientific information and available data to make those decisions. The FOM is responsible for gathering and reporting stakeholder input to various Division and Department programs as needed. The FOM works with Unit staff to implement ecosystem management principles and program direction in area work plans. The FOM participates and takes lead roles in various statewide workgroups as assigned. The FOM is responsible to ensure that staff responds to public and media requests as needed and appropriate. The FOM provides assistance to the Field Coordinator in an advisory capacity. The FOM makes sure work areas and employees meet all required local, state, and federal laws including the storage and use of regulated drugs. The FOM coordinates with other land management divisions for development and implementation of land management.

This position will utilize the document “Guiding Principles and Strategies (GPS)” for setting strategic direction in planning efforts and in setting work priorities

The location of this position is TBD and will be determined based on the location of the selected candidate within the Northern Lower Region - Central.

Required Education and Experience

Education

Possession of a bachelor's degree in forestry, forest management, wildlife management, wildlife biology, animal ecology, fisheries biology, fisheries management, limnology, zoology, geology, engineering, geography, natural resources, resources management, or a related field.

Experience

Five years of professional experience equivalent to a Forester, Fisheries Biologist, Environmental Quality Analyst, Geologist, Resources Analyst, or Wildlife Biologist, including three years equivalent to the P11 level, two years equivalent to the 12 level, or one year equivalent to a Natural Resources Manager 13, Forest Management Specialist 13, Fisheries Biology Specialist 13, Environmental Quality Specialist 13, Geology Specialist 13, Resources Specialist 13, or Wildlife Biology Specialist 13.

Alternate Education and Experience

Possession of a bachelor's degree in any major and three years of experience in the management of public lands equivalent to a Property Analyst P11, two years of experience in the management of public lands equivalent to Property Analyst 12 or, one year of experience in the management of public lands equivalent to a Property Specialist 13 or Property Manager 13 may be substituted for the education and experience requirements.

OR

Possession of a bachelor's degree in any major and eight years of fisheries tech experience including four years of experience equivalent to a Natural Resources Tech Supervisor 1 in state service.
