Northrop Grumman Defense Systems is seeking an experienced Global Supply Chain Subcontracts Manager 1 to lead a diverse team of professionals engaged in supporting a large and challenging national defense portfolio of programs. The position will be located in Rolling Meadows, IL .

We are seeking a highly motivated individual to lead the Subcontracts Department for Global Supply Chain (GSC) for subcontracting and procurement actions across a wide range of contractual and business issues. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as part of a procurement and subcontracts team in support of proposal efforts that often require developing solutions to complex problems.

Roles and Responsibilities:

Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates in contract administration and purchasing to develop subcontract policies and procedures.

  • Review and daily management of active procurement requirements and status, leading a team of highly motivated subcontract administrators.

  • Development of negotiation strategies and plans.

  • Review and approval of procurement activity compliance.

  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, and equipment.

  • Manages performance of subcontracts and ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. This includes managing subcontracts on classified Programs, if/as needed.

  • Support of proposal activities including preparing bid packages, conducting bidder’s conferences, analyzing and evaluating proposals, negotiating subcontract provisions, supporting sourcing decisions, issuing awards, and administering resulting subcontracts.

  • Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements).

  • Communication within GSC, division, program, and business areas of procurement status and issues.

  • Provide reporting on performance and status, as needed.

  • Support supplier performance management as required.

  • Support onsite classified program needs if/as required.

Basic Qualifications:

  • Bachelor's (BS/BA) degree with a minimum of 6 years of progressive subcontracts/procurement experience, or master's degree with a minimum of 4 years equivalent experience.

  • Solid understanding of procurement principles, policies, procedures, and regulations

  • Capable of working in a fast-paced environment, able to multi-task, make decisions promptly, and display strong interpersonal skills

  • Solid knowledge of FAR/DFARS and associated Federal Contracting regulations is requisite

  • Strong organizational skills and demonstrated ability to effectively communicate with myriad levels of the organization including but not limited to developing and delivering to sector, division, business unit, and Customer Leadership

  • Ability to maintain a high level of confidence in the areas of supply chain along with a relative understanding of basic project

  • Must be able to obtain and hold a Secret clearance

  • US Citizenship required

Preferred Qualifications:

  • Professional Certifications (CPSM, CSCP, CFCM, CPCM)

  • Experience with SAP Procurement & Accounting Systems

  • Experience in programs focused on Contractor Logistics Support, Aircraft Maintenance and Modernization turnkey support, and 24/7 requirements

  • 2 years managing a team of subcontracting and/or procurement personnel preferred

  • Active Secret/Top Secret security clearance

Salary Range: $109,800 - $164,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
