The Opportunity

Abt Global is seeking a detail-oriented Proposal Specialist with exceptional organizational, communication, and problem-solving skills. To be successful you will have a strong background in proposal development for US Federal agencies and familiarity with the Shipley-based proposal development process.

The Proposal Specialist is part of Abt’s Proposal Center of Excellence (PCOE) and leads all administrative aspects of proposal development—ensuring security and integrity of all proposal documentation, coordinating internal flow and review of all proposal inputs, coordinating schedules that meet the response delivery requirements, and directing submission of the final document master proposal to production.

Core Responsibilities

  • Lead all administrative aspects of proposal development, ensuring the security and integrity of all proposal documentation.

  • Utilize proficient organizational skills to maintain the security and integrity of all proposal documentation.

  • Support proposal manager in managing response development schedules, schedule and coordinate meetings, document meeting notes, and track actions efficiently.

  • Provide administrative support, including developing and maintaining proposal compliance matrices, collecting, reviewing, and submitting questions to the government, and supporting production-related activities.

  • Demonstrate skilled information management and research abilities, proficiently administering the proposal SharePoint site and compiling background research documents from internal and external sources as needed.

  • Coordinate internal flow and review of proposal inputs, maintaining schedules to meet response delivery requirements.

  • Demonstrate excellent communication skills with a bias for action, facilitating effective and direct communication with all stakeholders involved in the proposal development process.

  • Exhibit strong coordination abilities to manage internal flow and review of proposal inputs, coordinate schedules, track and drive resolution of team actions, and direct the submission of the final document master proposal to production.

  • Operate adeptly across the organization to coordinate inter-departmental efforts throughout the proposal development.

What We Value

  • P2: Bachelor’s Degree + Two years of relevant experience, or Master’s Degree

  • P3: Bachelor’s Degree +5 years of relevant experience, or Master’s Degree +3 years of relevant experience.

  • 3+ years’ experience working on proposals for US Government clients.

  • Understanding of the US Government procurement and contracting regulations and ability to apply those requirements to final proposal submissions.

  • Demonstrated experience in successfully coordinating proposal development efforts for US Federal Civilian agencies and/or including USAID.

  • Knowledge of and ability to apply the Shipley-based proposal development process.

  • Experience bidding for USAID contracts and cooperative agreements preferred.

  • APMP certification a plus.

  • US work authorization required. We are unable to sponsor for this position.

This position offers an anticipated annual base salary range of 65,000 to 125,000 and salary may vary by 10% based on geographic location. Salary offers are made based on internal equity and market analysis.
