Summary This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208 This position IS NOT subject to Confidential Financial Disclosure Reporting requirements and Security Ownership Restriction reporting requirements. Responsibilities The specific duties will vary based on placement and the qualification of the applicant related to: Information Security and Customer Support. Examples of duties include: - Planning and delivering IT services and systems. - Providing assistance with administering information security programs. - Developing solutions to integration and interoperability issues. - Implementing new technologies to adapt IT methods to a variety of situations and problems. - Analyzing and evaluating work related to integrated systems of IT programs and/or IT equipment. - Developing and presenting information and briefings on IT issues, problems, and projects to management officials and program staff. - Supporting the requirements of IT systems and customers by participating in the development and design of applications, selection and acquisition of IT hardware and software, and the installation, testing, and acceptance processes. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation required for new hires. You must meet the qualifications for this position by no later than 60 calendar days after the closing date of this announcement and before placement in the position. Applicants will be rated in accordance with the Office of Personnel Management (OPM) Qualification Standards for Information Technology (IT) Management Series, 2210. Position requirements vary depending upon the specific grade. You must meet any minimum experience or education requirements per OPM qualifications standards and demonstrate through experience and/or education that you possess the quality level of knowledge, skill, and ability necessary to perform the duties of the position at the grade level for which applying. Qualifications Candidates may qualify for the 2210, IT Management Series, by meeting either the Experience requirements specified in the Qualifications section of this announcement or the Education requirements specified in the section titled Education. Applicants must highlight IT-related experience or training demonstrating each of the four competencies listed below. Attention to Detail Customer Service Oral Communication Problem Solving Applicants can qualify based on education OR specialized experience. Specialized experience is typically gained in the IT field, through the performance of work where the primary concentration is IT and/or through directly related education. To qualify based on experience applicants must have one year of specialized experience equivalent to the next lower grade level. In addition to the competencies listed above, applicants must meet specialized experience requirements by demonstrating (within the resume) a minimum of 5 of the following 7 competencies: 1. Diagnosis and resolution of customer reported system incidents, problems, and events. 2. Troubleshooting system hardware and software. 3. Administration of accounts, network rights, and access to systems and equipment. 4. Performing needs analysis to determine opportunities for new and improved business process solutions. 5. Monitoring and reporting client-level computer system performance. 6. Analyzing and evaluating work related to integrated systems of IT programs and/or IT equipment. 7. Basic cybersecurity/information security principles. Education EDUCATIONAL REQUIREMENTS: Undergraduate or graduate degree in computer science, information science, information systems management, mathematics, operations research, or statistics. In general, employees are expected to be in the office 4 days per pay period. Telework schedules are approved on a case-by-case basis. A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance. The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
