General Description

Employees in this position are responsible for installing, configuring and maintaining one or more dimensions of the Desktop/End User, Network, or Server environments. They participate in the relevant team strategic planning and problem solving. They provide input for optimum economy, flexibility, and performance of the respective IT infra-structure environment. They develop procedures and Service Level Agreements (SLAs) required to maintain City computing needs and ensure this documentation is accurately maintained. Performs related work as required.

Typical Work Activities

  • Configures and manages software release and patch testing, Client, Server, or Network upgrades, as well as monitoring and resolution of all related problems;

  • Provisions Physical or Virtual desktop, and/or Servers and Storage within a VM and SAN environment for servers, and/or provisions wireless, network switches, and routers in the network environment;

  • Plans, coordinates, and implements specific aspects of the IT Client, Server, or Network components within the business plan;

  • Responsible for day-to-day operations (Maintenance of Business, Keep it Running, Keep it Current);

  • Designs and/or implements monitoring tools and ensures systems performance parameters stay within acceptable user requirements or promised SLAs;

  • Assesses capacity planning processes and tools, and ensures adequate capacity for day to day operations and new initiatives;

  • Provides recommendations associated with security technologies and standards relative to Desktop/End User, Server, or Network environments, and develops implementation approaches and strategies;

  • Leads focused technology projects of limited scope;

  • Collaborates with organizational project managers to define requirements, provide technical direction;

  • Provides knowledgeable recommendations on Team/Technology SLAs based on organizational/ business requirements and data driven analysis;

  • Provides input to team leadership on resource allocation and development;

  • Interfaces with vendors, discusses and challenges pricing, for ongoing life cycle maintenance and support activities;

  • Provides budgetary resource and cost estimates to the Technical Infrastructure leadership and project managers as required;

  • Participates in the development of team strategic plans;

  • Diagrams flow charts;

  • Creates operational documentation for Help Desk, On-Call, and Incident Response;

  • Resolves Level 1, 2, and 3 Help Desk Requests in a timely manner for the relevant technology while providing input on the development of Incident Response processes and procedures;

  • May assist other team members by sharing knowledge with newcomers;

  • Recommends training for self and team members to improve staff and organizational competence.

Minimum Qualifications

A. Bachelors or Associates degree in Computer Science or closely related field AND three (3) years of work experience in Information Technology which MUST have included one of the following:

  • Configuration, installation, and maintenance of server environments;

  • Configuration, installation, and maintenance of network environments;

  • Configuration, deployment, and maintenance of end user computing environments.

OR

B. Any Bachelors or Associates degree AND five (5) years of work experience in Information Technology which MUST have included one of the following:

  • Configuration, installation, and maintenance of server environments;

  • Configuration, installation, and maintenance of network environments;

  • Configuration, deployment, and maintenance of end user computing environments.

*Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Exam Information

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas.

Preparing written material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Principles of providing user support: These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

Systems analysis and design: These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.

Project management PAP: These questions are designed to test for techniques and concepts of project management. They may cover, but not necessarily be confined to, management of systems development, management by objectives, project scheduling and control techniques (e.g., PERT), characteristics of organizations and of the systems life cycle, and the development of data processing standards.

  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test.
