Job Description:

Tactical Communications (TACOM) International Program Manager is responsible for managing the cost, schedule, and technical performance requirements of international program programs through all phases from inception to completion. Capable of managing moderate project initiatives, of substantial importance to the organization, with minimal oversight or direction.

Management of this program includes the Transfer of Production and Transfer of Technology to an International customer. Ensures that all resources such as engineering, manpower, production and facilities are available to support internal and external delivery targets.

Drives transfer of production execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.

Works with Sales/customers/In-country partners to determine/identify needs, requirement. Directs the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of transfers of production related contracts. Ensures that all resources such as engineering staffing, production and facilities are available to support the program.

Essential Functions:

  • Managing Transfers of Technology/Production

  • Overseeing the set-up of a production line

  • Negotiating and managing subcontracts

  • Managing budgets

  • Managing program risk

  • Reporting progress and financial metrics to regional lead/director

  • Ability to travel to central and eastern Europe 25% or more as needed

  • Understanding of international shipping terms and ITAR export control regulations

    Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant Program Management experience. Graduate Degree and a minimum of 4 years of prior related Program Management experience. In lieu of a degree, minimum of 10 years of prior related Program Management experience

    Preferred Additional Skills:

  • Defense industry experience desired

  • PMP Certification desired

  • Familiarity with Defence and Aerospace industry preferred

  • Experience with Manufacturing/Production/Assembly line and Test Factory Operations.

  • Understanding of Supply Chain management processes and procedures

  • Experience with LIII and Depot level maintenance workshop management.

  • Experience coordinating and managing Factory Acceptance Tests, Site Surveys, Site Acceptance Tests, Transfer of Production/Technology projects, complex installations, complex sustainment programs.

  • Direct customer interface experience desired

  • Experience managing international programs desired

  • Familiarity with reporting corporate financial metrics

  • Experience with scheduling projects

  • Experience working with international customers

  • Experience managing multiple projects simultaneously

In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Washington State and New York State is $89,000 - $165,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
