University of Rochester Senior Director, Clinical Engineering in Rochester, New York

Responsibilities

General Purpose : Directs and manages all Clinical (Medical and Imaging) Engineering Services within UR Medicine. Directs department to meet needs for clinical equipment and ensure compliance with governing and accreditation agencies. Develops and implements appropriate selection, distribution and marinating relevant technologies system wide and directs all employees who service equipment across the system and manage compliance with equipment tracking and maintenance.

Responsibilities:

  • Prepares technical specifications for all medical equipment being purchased as part the UR Medicine Purchasing Department’s “Request for Purchase” procurement process. Serves as Chief Negotiator for all medical equipment to ensure technical requirements of the medical center are met by the vendor’s proposed equipment. Negotiate with vendors the lowest long term support costs for services and parts.

  • Directs the activities of the Clinical Engineering department; supervises a large team of specialized technicians (imaging engineers and biomedical engineers) and clerical staff. Leads the hiring and personnel management of the technical and clerical staff within established University guidelines; evaluates performance; recommends salary adjustments and performs other personnel actions.

  • Provides strategic recommendations to URMC and UR Medicine affiliates Planning Departments, architects, engineers and clinical stake holders on all constructions projects where medical equipment will be used and installed. Provides all necessary technical information on the medical equipment to be used to ensure the designs and final construction will provide safe and effective use of that medical equipment. Director of UR Medicine Clinical Engineering is responsible for final sign off and approval of designs.

  • Develops, monitors and controls, in excess of $50 million in operating and capital budgets. Monitors expenses to control or justify variances associated with the approved budget.

  • Prepares and implements Medicine’s healthcare technology Medical Equipment Management Plan. Ensures consistent standards of clinical engineering practice throughout the organization and ensure that all relevant regulatory, licensing and accreditation requirements from CMS, The Joint Commission and the New York State Health Department are met.

  • Establishes and maintains a computerized information management system (CMMS) to collect/store and facilitate the analysis of data and reporting about the organization’s healthcare technology and related services for UR Medicine. Coordinates improvements to equipment management software; assists in writing publications for policy and procedure; develops and maintains contacts with vendors and professional associations.

  • Provides oversight of installation and testing of all medical equipment purchased. Ensure the equipment meets purchased and published specification. Work with clinical staff to verify proper operation and responsible for the final approval of payment on all new medical equipment.

Requirements :

  • Bachelor’s degree in Clinical or Electrical Engineering with background in healthcare technology.

  • Equivalent coursework, or specialized experience in an appropriate field related to Clinical Engineering is desirable.

  • 15 years relevant experience including at least 5 years at a managerial level, or equivalent combination of education, certifications and experience.

  • Ability to direct and manage over 60 Technical Staff in multiple locations/hospitals with operating budgets up to $20 million annually.

  • Health Care Technology Management or Biomedical Equipment Technician/Clinical Engineer certification is preferred.

Pay Range

Pay Range: $129,501 - $194,293 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
