General Description

Employees of this class perform routine technical work for the proper control, operation and maintenance of a water filtration and treatment plant (Type A Water Plant). The work is performed under general supervision from a grade I-A licensed operator or other management personnel. The Senior Water Plant Operators lead and train temporary, seasonal, and less experienced employees. Work is generally performed indoors in temperature controlled conditions, but outdoor work is required, in weather conditions that may be severe. When assigned to reservoir operations, more outdoor work will be required and work may be performed in unheated buildings. While this work may be characterized as technical support, a wide range of physical tasks are performed, requiring dexterity, flexibility, and strength. The water plant, pump stations, and reservoirs are in operation 24 hours per day, and these employees may be assigned to work on evening or all night shifts, and respond to emergencies as required. Related work is performed as required.

Typical Work Activities

  • Operates water plant equipment such as chlorinators, chemical feeders, pumps, valves, motors, compressors, telemetry instruments, communication systems, and other water supply equipment and facilities;

  • Monitors and interprets computer-generated data regarding operation of remote control and operation of pumps, valves, and chemical feed systems at the filtration and treatment plant, reservoir, pump station, and distribution system sites;

  • Calibrates and maintains instrumented controls and chemical feed systems at reservoirs and pump stations, to maintain appropriate water pressure, flow, and chemical levels;

  • Performs applicable chemical, physical and biological tests, including but not limited to: residual chlorine, pH, color, turbidity, alkalinity, copper, and coli form bacteria;

  • Monitors filter backwash and cleans basins, tanks, settling lagoons, and solids drying beds as directed;

  • Reports problems with facility and equipment to supervisor or maintenance staff;

  • Performs light equipment maintenance and makes minor repairs and adjustments to machinery and equipment;

  • Handles packaged chemicals during the course of treatment operations and unloading delivery trucks;

  • Submits written maintenance reports describing condition of equipment and apparatus that may require repair, adjustment or replacement;

  • Collects and compiles a variety of data and prepares reports on plant operations, using computer print-outs and other sources of information;

  • Collects water samples throughout the watershed, supply, storage, and distribution system, driving light truck, operating boat, and may walk over rough terrain in the watershed, climb/descend steps, ladders, and steep slopes;

  • Trains less experienced workers in operator tasks and handling of hazardous materials;

  • Operates automobile, light truck, tractor, lawn and snow handling equipment when necessary;

  • Operates boat to apply algaecide (copper sulfate) to water's surface and clear debris from reservoir;

  • Performs and directs other workers in building and grounds maintenance as necessary;

When assigned to reservoir operations:

  • Operates and maintains city reservoirs and pump stations;

  • Maintains operational records and water quality data for the distribution reservoirs' re-chlorination stations;

  • Works with City and County engineers co-coordinating water exchange process at the reservoirs.

  • Assists engineers and laboratory personnel in a variety of system tests involving such things as pipe corrosion, water pressure, and water quality;

  • Performs and directs other workers in miscellaneous housekeeping, custodial and maintenance duties such as cleaning floors, trimming and clearing brush, and washing walls, floors and piping;

  • Requests and coordinates maintenance and repair work for reservoir equipment, buildings, and grounds with the appropriate city or county divisions or departments. (Water Plant and Supply Maintenance units, City and County Parks, Sheriff's work crews, DES Engineering Services and Municipal Facilities, etc.)

  • Develops specifications for contracted maintenance work, monitors work of contractor, and recommends payment;

  • Assures security of reservoirs and associated buildings and equipment through co-ordination of departmental security service, maintenance and purchase of gates, locks, etc. and developing security policies and procedures.

  • Assures that reservoir roads, signage, fencing, and visitor amenities are appropriate and kept in good repair;

  • Keeps current with changes regarding compliance with state and federal water quality standards, and how these changes affect reservoir plant operations.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

High School diploma AND

  • Associate's degree* in Environmental Science, with concentration in marine or aquatic biology, which must include laboratory coursework in water chemistry; OR

II.A. Associate's degree* in Biology, Chemistry, Engineering, or other related degree, AND

II.B. One (1) year of experience as an operator, plant maintenance mechanic, or water quality laboratory technician or a comparable position at a NYS Type A water filtration plant. OR

  • Two (2) years of experience as defined in II-B above.

SPECIAL REQUIREMENTS:

  • Possession of a New York State Class D (5) driver's license at time of appointment.

  • Completion of all technical requirements and coursework for the NYS Grade II-A Water Plant Operator's license and application filed for license with Monroe County Health Department within one (1) year from date of appointment.

NOTE: Positions in this classification are located at the Water Treatment Plant in Hemlock, NY, 30 miles south from downtown Rochester.

*Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

Exam Information

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Operation and Maintenance of Pumps, Valves, and Related Mechanical and Electrical Equipment: These questions test for knowledge of the principles and procedures involved in the operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment, including motors and electric circuitry; and for the ability to identify various types of pumps, valves, and related equipment and understand their functions.

Physics, Chemistry, and Bacteriology as Related to Water Treatment and Purification, Including Laboratory and Field Tests: These questions test for knowledge of the principles and practices of water treatment, purification, sampling, and testing, including such areas as the principles of physics, chemistry, and bacteriology involved; terminology associated with water treatment and testing; objectives and principles of various water treatment and testing procedures; measurement, sampling, and preservation of water samples; interpreting test results; and the effects of variables on water treatment processes.

Practices and Equipment Used in the Operation and Maintenance of a Type A Water Treatment Plant: These questions test for knowledge of the principles and practices associated with the operation and maintenance of Type A water treatment plants, including such areas as objectives and purposes of plant processes and equipment; terminology associated with Type A water treatment plants; conditions and situations encountered in Type A water treatment plants, including safety concerns; water disinfection and dosing; and equipment and materials used in Type A water treatment plants. Some questions may involve basic arithmetic calculations.

Tools, Mechanical Aptitude, and Reading of Scales, Meters, and Gauges: These questions test for knowledge of the tools used in water and wastewater treatment plants; the ability to identify various types of tools and their uses; knowledge of general mechanical principles and the operation of various types of mechanical devices such as gears, pulleys, levers, valves, and similar types of mechanical equipment; and the ability to read and interpret information displayed on various types of scales, meters, and gauges.

Test Guide:

  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.

  • The Central Library of Rochester and Monroe County May have exam-related material, as well as, other branches.
