Coordinated Care Services Inc (CCSI) (https://positions.paylocity.com/PositionManagement/wizard/2033511) seeks a talentedPayroll Operations Managerto contribute their expertise in providing essential business services to our provider organizations and customers. ThePayroll Operations Managerholds overall responsibility for the timely and accurate payroll of over 400 employees. ThePayroll Operations Managerprovides guidance, supervision, training, and support to the Payroll team in overseeing day-to-day payroll activities, and provides subject matter expertise for escalated payroll requests and/or problem-solving assistance. ThePayroll Operations Managerincludes ensuring accurate and timely processing of payroll in compliance with CCSI policies and federal, state, and local wage/hour and tax regulations.

In this role, you will be

  • Managing payroll workflows, timelines and deadlines, and implementing streamlined process improvements (e.g. implementing manager and employee self-service structures).

  • Establishing, documenting, updating, and communicating payroll procedures. Ensures knowledge-based employee and supervisor documents are up to date and provides training and in-services on time/expense, change forms, and other payroll-related policies and procedures.

  • Overseeing the functionality of the payroll module in the HCM system and ensuring collaboration with HR, Benefits, Accounting, and Technology teams to improve workflows across the HCM platform and timekeeping system, streamline processes, and support the implementation of automation.

  • Identifying and researching payroll issues, developing resolutions, and executing solutions within the payroll team and cross-departmentally.

  • Reviewing and approving pre-payroll register and audit changes for final payroll processing.

  • Verifying that all month-end, quarter-end, and year-end payroll reports, processed by payroll provider are accurate.

  • Maintaining a complete understanding of all federal/state wage and hour laws related to payroll including wage deductions, garnishments/levies, benefits, leaves of absence, 403(b) retirement plan, new payroll credits and reporting, and taxes.

  • Complying with federal, state, and local legal requirements by studying existing and new legislation, ensuring adherence to requirements, and advising leadership on needed actions.

  • Supporting and managing various audits (Year-End, Workers Compensation, 403(b), etc.)

  • Maintaining professional and technical knowledge by attending educational seminars, reviewing professional publications, and establishing professional networks.

  • Preparing reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.

  • Reconciling payroll and general ledger accounts, with support from HR and Accounting.

  • Supporting Accounting in any changes to the GL structure for accurate reporting of payroll items. Determines/reconciles payroll liabilities by reviewing and auditing the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers' compensation payments.

  • Managing schedule and deadlines while maintaining a healthy work/life balance. Respond to requests, both internally and externally, with an appropriate level of discretion and immediacy while upholding business goals.

  • Developing effective working relationships with employees across the organization. Communicates with both internal & external customers professionally and has the highest standard of customer service.

  • Maintaining employee confidence and protecting payroll operations by keeping information confidential.

  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

  • Supervise Payroll staff including, but not limited to Payroll Specialist II.

  • Assist with the development, training, and mentoring of staff, including certification efforts.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business, or HR Management, or equivalent education and work experience (see CCSI's equivalency chart (https://www.ccsi.org/CCSI/media/pdfs/Equivalency-chart.pdf) )

  • A minimum of 5 years of supervision/management experience and 5 years of payroll administration experience of over 250 employees is required. 3 years of operational experience is preferred.

  • CPP or CPM designation is highly desired.

Additional Requirements

  • Satisfactory completion of all required background screenings.

  • Detail-orientated with significant knowledge of payroll administration, including federal, state, and local regulations;

  • Experience managing and/or processing payroll for multiple entities and/or multiple states preferred.

  • Knowledge and experience using integrated Payroll/HCM platforms; experience with Paylocity preferred.

Salary Description
