University of Rochester HR Compliance Coord IV in Rochester, New York

POSITION SUMMARY:

With general direction will provide administrative support to the Compliance Supervisor by performing such duties as daily background checks, monthly sanction checks, tracking all compliance checks, and responding to department questions on pre-employment and post-employment processes and procedures. Will oversee the daily operation of the HR File Room including mentoring, training and directing activities of the Record Clerk(s).

TYPICAL DUTIES:

Oversee Background Check processes:

  • In accordance with UR policies, such as the Minor Child Program, and regulations for “Vulnerable Persons”, processes special background checks, including, but not limited to, Sex Offender Checks, Justice Center Checks, and additional criminal background checks.

  • Maintains and updates as needed, multiple spreadsheets tracking background check results.

  • Monitors employees needing background checks every three years, and processes checks as needed.

Oversee Sanction Check Processes:

  • In accordance with OFCCP regulations, performs a monthly check on all University employees at Sanctioncheck.com.

  • Uploads UR file (from HRMS) at Sanction Check and then reviews potential matches.

  • Alerts Compliance Supervisor of any actual matches.

  • Submits monthly Attestation to compliance office.

Daily oversite of the HR File Room:

  • Responsible for daily oversite of staff in the HR File room who maintain over 40,000 personnel records for active, terminated, retired and deceased employees.

  • Ensures maintenance of records following UR retention policies and practices.

  • Trains and mentor file room Record Clerk(s).

  • Utilize HRMS to research records with missing name, EMPLID or other data to ensure accurate file maintenance.

  • Assist with Daily File pull requests and audits (Joint commission, DOH, etc.).

I-9 Education and Maintenance Assistance:

  • Responds to email requests from department supervisors needing assistance with the online I-9 process.

  • Will make corrections (ex: ‘Location’ corrections) as needed in the online I-9 system.

  • May fill in at Front Desk- assist with I-9/Everify process as needed.

Oversee Missing License and Certification Checks required for certain positions:

  • Runs a missing license report in HRMS weekly to identify employees whose licenses and certifications are missing.

  • Look up employee’s license data on various license verification websites including NY State Office of Professions.

  • Review employee job descriptions to see needed qualifications for a position, especially pertaining to employee licenses.

  • Maintain a watch list spreadsheet of employees whom are allowed to work for a period of time after hire before they must obtain a license.

Other Duties as assigned:

  • Provides administrative support as needed for additional work or special projects, including, but not limited to:

  • Filing, photocopying, scanning and emailing documents

  • Acting as back up for Records Assistant

  • Serve as back-up for I-983 Form process and SEL, CHRC and fingerprinting process for certain required U of R positions

QUALIFICATIONS:

  • 2 years of post-high school education required.

  • 3 Years in Human Resources or related functions or equivalent combination of education and experience required.

  • Familiarity and understanding of UR policies, and regulations for federal contractors required.

  • Understanding various background checking processes required.

  • Intermediate understanding of Excel and other databases required.

  • Excellent detail & organizational skills required.

  • Flexibility and ability to Prioritize required.

  • Knowledge of I-9 Regulations and online I-9 and Everify system required.

  • Familiarity with HRMS and Sanction Check .com required.

  • Supervisory Experience preferred.

Pay Range

Pay Range: $23.06 - $32.29 Hourly

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
