Position Title: Associate Director of Housing Services

Salary Range: $60,000 annually to $66,000.00 annually

We offer a comprehensive benefits package (see below) to our full-time workforce members who work 30 or more hours per week.

Under general supervision, oversees planning, development, and implementation of all services provided by the Program. Responsible for the day-to-day operations of the Department. is responsible for quality assurance, employee training, assisting with budget and program development, billing and vouchering for the Housing Services Department. Adheres to all applicable federal and state laws, including but not limited to those governing client confidentiality, privacy, program billing, reporting responsibilities, and documentation standards. Participates as a member of the operational leadership team in providing overall direction for the Agency. Effectively supports ongoing and collaborative communication amongst all program staff, and is responsible for ensuring a trauma informed care environment.

Essential Duties and Responsibilities

  • Provides administrative oversight and direction to identified program services.

  • Provides supervision to program staff within identified service areas and case management team.

  • Sets goals, reviews and documents performance, and leads staff in accordance with CCFCS’s mission, vision, and values.

  • Manages the process for updating and maintaining program policies and procedures; including seeking input from the team; assessing all factors and working the full cycle of implementation to execution

  • Participates in the program evaluation process and ongoing monitoring of program activities.

  • Assures appropriate reporting to established entities.

  • Recruits and provides training and orientation to staff members.

  • Handles audits and other external reviews

  • Provides Department management, coordination and oversight of department metrics and activities.

  • Assists in preparation and monitoring of program budgets, the development and implementation of programs/projects, and regulatory compliance for the Program.

  • Provides ongoing program development, inspections, and evaluations in order to maintain viability and credibility in service provision.

  • Assists with developing and monitoring departmental and program budgets.

  • Ensure Housing staff members stay in compliance with all funder’s updated trainings and regulations (e.g. OTDA, Food Link, DOCCS, etc.)

  • Monitors and evaluates program effectiveness in accordance with contracts and agency standards.

  • Collaborates with the Director in the preparation and management of program budget.

  • Ensures all reports, vouchering and data required by funders or agencies is collected and reported in timely manner.

  • Collaborates with the Director and the Fund Development to secure finding for new initiatives.

  • Assists with development, refinements or maintains departmental policies and procedures.

  • Maintains communications with all contractors, subcontractors, collaborators and other involved agencies.

  • Oversees data and reporting quality.

  • Implements new technology to data records systems.

  • Creates and maintains higher quality of reporting and data entry.

  • Reports and maintains statistical data on census, client placements and trends.

  • Oversees client placement data and improvement of billing systems/protocols.

  • Initiates and implements staff development training for all staff in the department.

  • Maintains records of training participation

  • Monitors compliance with funders and governmental bodies.

  • Oversees compliance with city code and other health standards at all facilities.

  • Maintains records of health and safety inspections.

  • Monitor programs’ compliance with fire and emergency evacuation procedures.

  • Reviews current standards for HUD and oversees compliance for these standards.

  • Reviews current standards for OTDA and oversees compliance for these standards.

  • Assist with the reviews and investigates all allegations of abuse/neglect and other incidents as requested by the Director and/or CPO.

  • Participates in relevant Agency meetings and ongoing development of professional knowledge and skills.

  • Attends program and departmental meetings.

  • Maintains and develops professional knowledge and skills through involvement in Agency in-service training, workshops, reading, and conferences.

  • Participates in relevant Agency meetings and/or trainings

  • Actively pursues development of professional competencies related to job role performance through reading, supervision, in-service training and attendance at conferences and workshops.

  • Awareness and active support of the Agency's Mission, Vision, Values and Strategic Plan. Including, but not limited to, supporting the Agency's Core Competency initiatives of being Collaborative and Community Focused, Innovative and Entrepreneurial, and Culturally Competent and Diverse

  • Other duties as assigned

Qualifications

Education: Bachelor’s Degree in Human Services or related field.Equivalent combination of education and experience will be considered.

Experience: At least 5 years of residential program experience, 2 of which must be supervisory.
