Energy Northwest Strategic Outreach Program Mgr.-Senior/II/I/Lead in Richland, Washington

GENERAL SUMMARY

With limited supervision and a focus on New Nuclear Development, the candidate will engage staff and principals of the Washington legislature and US Congress, the public, local business, community and state leaders, and news media to build trust and confidence in Energy Northwest’s new nuclear development projects and initiatives; assist teaming companies with new nuclear development communication strategies, public forums, etc. The incumbent will develop and manage stakeholder engagement plans and relationships; and coordinate with other Energy Services & Development and Public Affairs team members to ensure alignment of state and federal legislative communications, media engagements, and stakeholder outreach. The candidate will maintain information currency on key agency activities, programs, industry-related legislation, news and events, as it relates to New Nuclear Development as well as provide expertise to identify office needs, present solutions and execute assigned tasks.

PRINCIPAL ACCOUNTABILITIES

Lead and manage new nuclear strategic communication planning and relationships associated with stakeholder engagement. Develop, implement and manage comprehensive external affairs plans and schedules focused on new nuclear outreach, engagement, communications, education, advocacy, government affairs/relations, public relations and messaging with external partners, with a goal of achieving social license for the projects.

Identify, develop and implement legislative engagement plans regarding advanced nuclear in collaboration with Public Affairs government affairs lead. Coordinate with EN contractors in Olympia and Washington, DC.

Coordinate joint public and press engagements with teaming companies as they relate to new nuclear. Communicate with the public and press pertaining to specific activities or accomplishments directly related to the development of new nuclear. General liaison with news media and government public relations officers on matters directly related to new nuclear development.

Provide a lead, coordination, and oversight role in working with partner and client public and governmental affairs staff to ensure alignment of messaging and close cooperation. Oversee and manage contractor support, including managing costs, contracts and schedules. Discuss budget for external affairs activities and align on resource allocation, as well as utilization of external resources: consultants, pollsters, PR experts, lobbyists, etc.

Represent EN in various energy organizations, coalitions, groups, etc., including taking a leadership role(s), as appropriate, in its board or organization.

Effectively communicate with Energy Northwest’s senior leadership team, Board of Directors, the Executive Board, Bonneville Power Administration, Participants Review Board, and other regional stakeholders to ensure broad understanding and support for Energy Northwest’s Nuclear Development program. Prepare and deliver written and oral communications to various groups.

Perform other internal and external public relations in coordination with ESD and Public Affairs, to include research, planning (including goal-setting and message development), analysis (to include metric development and tracking), project work, member interface, media relations and other duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE

Strategic Outreach Senior Program Manager

Requires a Bachelor’s degree from an accredited college or university in an administrative or technical field in the areas of legal/law, political science, government affairs, economics, journalism, communications, American studies or related field AND twenty years of legislative and/or public affairs experience; OR an Associate’s degree from an accredited college or university and twenty-two years legislative and/or public affairs experience; OR a High School Diploma/GED and twenty-four years of legislative and/or public affairs experience. Experience must include at least five years covering environmental and/or utility policy. An advanced degree may be considered in lieu of two years of experience.

Strategic Outreach Program Manager II

Requires a Bachelor’s degree from an accredited college or university in an administrative or technical field in the areas of legal/law, political science, government affairs, economics, journalism, communications, American studies or related field AND fourteen years of legislative and/or public affairs experience, OR an Associate’s Degree from an accredited college or university and sixteen years of legislative and/or public affairs experience; OR High School Diploma/GED and eighteen years of legislative and/or public affairs experience. Experience must include at least three years covering environmental and/or utility policy. An advanced degree and/or project management certification may be considered in lieu of two years of experience.

Strategic Outreach Program Manager I

Requires a Bachelor’s degree from an accredited college or university in an administrative or technical field in the areas of legal/law, political science, government affairs, economics, journalism, communications, American studies or related field AND eight years of legislative and/or public affairs experience with a minimum of four years of legislative experience; OR an Associate’s degree from an accredited college or university and ten years of legislative and/or public affairs experience with a minimum of four years of legislative experience; OR a High School Diploma/GED and twelve years of legislative and/or public affairs experience with a minimum of four years of legislative experience.

Strategic Outreach Program Lead

Requires a Bachelor’s degree from an accredited college or university in an administrative or technical field in the areas of legal/law, political science, government affairs, economics, journalism, communications, American studies or related field AND five years of legislative and/or public affairs experience; OR Associate’s degree from an accredited college or university and seven years of legislative and/or public affairs experience; OR High School Diploma/GED and nine years of experience of legislative and/or public affairs experience.

Senior Program Manager - Salary

$143,226 - $214,838

Midpoint: $179,032

Program Manager II - Salary

$124,510 - $186,764

Midpoint: $155,637

Program Manager I - Salary

$108,279 - $162,419

Midpoint: $135,349

Program Lead - Salary

$94,148 - $141,222

Midpoint: $117,685

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role is eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
