Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-EH1

Telework Designation:

This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off.

Major Responsibilities:

  • Supports the Environmental Protection Manager, Environmental Permitting Manager, and Environmental Compliance Manager in obtaining and maintaining project environmental permits, including preparation of permit applications, supporting documentation, modification submittals and participating in regular regulatory interface meetings.

  • Reviews project design documents, plans, procedures and reports for permit-affecting content and potential impacts/implications for project permitting and regulatory approval of design documents.

  • Supports comprehensive engineering-led design reviews and facilitates regulatory design review comment resolution.

  • Conducts weekly reviews of design change documents, field design changes, and non-conformance reports for permit-affecting content and subsequent delivery to regulators on a prescribed schedule.

  • Provides support and technical assistance to other Environmental Protection personnel and interacts with project functions, the Customer, and regulatory agency personnel.

  • Drafts permit conditions, process descriptions and other technical permit content in coordination with appropriate project organizations (e.g., Environmental Compliance counterparts, Commissioning, Engineering, Plant Management).

  • Supports required environmental reporting activities (e.g., EPCRA/TRI, Greenhouse Gas, air operating permit annual compliance certification preparation, annual dangerous waste reporting, etc.).

  • Interfaces with the Customer and regulatory agencies while maintaining close coordination with Environmental Protection Management and implementing organizations.

  • Participates in meetings with customer, Project teams, and subcontractors to advise them of environmental permit requirements that may affect planned activities.

  • Prepares regulatory meeting minutes, maintains environmental plans and procedures, and performs routine maintenance of project permitting databases.

  • Performs environmental compliance oversight to ensure Project activities are consistent with applicable law, regulations, and permits.

Education and Experience Requirements:

  • Requires a bachelor's degree in a Science/Engineering field from an accredited university and 8-10 years of experience or 12-14 years of relevant work experience.

Required Knowledge, Skills, and Abilities:

  • Good working knowledge of Washington state and federal environmental regulations.

  • Permitting and compliance knowledge to support the maintenance and implementation of Dangerous Waste, Air, and Wastewater regulations and permits.

  • Skilled in oral and written communication, and ability to work in a team environment.

  • Accountable for completion of scheduled and emerging work assignments on time.

  • Working knowledge of standard Microsoft computer applications.

  • Prior practical work experience in field environments (e.g., construction execution and/or operating facilities) performing the responsibilities above.

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge.

  • Must possess the right to work and remain in the United States without sponsorship.

Preferred Qualifications:

  • Previous experience in the nuclear industry for commercial and/or DOE projects.

  • Experience with preparation and maintenance of environmental permits with an emphasis on state and federal air quality compliance, RCRA, and Washington state Dangerous Waste requirements.

  • Experience working directly with regulatory personnel and client representatives.

  • Experience supporting facility start-up and commissioning activities and environmental permit integration.

  • Flexibility to respond to urgent project requests and/or changing priorities.

  • Ability to work to defined schedules with minimal to moderate supervision.

  • Demonstrated ability to work with people of varied backgrounds and objectives.
