Pacific Northwest National Laboratory Operations Security (OPSEC) & Controlled Unclassified Information (CUI) / Classification Analyst Professional in Richland, Washington

Overview

Provides technical expertise and support associated with the development and operation of one or more of PNNL's individual Safeguards and Security (SAS) programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others. Support levels provide technical and administrative direction, processing activities, and support to the Laboratory in a variety of SAS programs (topical areas) in accordance with DOE, other client, and PNNL policies and procedures. Roles in the professional hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

Responsibilities

  • Responsible for the development, implementation, and management of the OPSEC and CUI Programs, to include strategic planning, risk management and oversight of program implementation.

  • Responsible for identifying classified and sensitive programs and specific locations of such programs for the direction and application of proper security measures. The incumbent may also take on leadership roles for other SAS or non-SAS activities as assigned by the immediate manager.

  • Responsible for assisting the Classification Officer in maintaining and administering the Classification Program, to include coordinating with all levels of staff and management.

  • Responsible for compliance with internal requirements, DOE requirements, and other federal laws and regulations to provide high levels of compliance and performance, including stop work notices, when circumstances warrant.

  • Is accountable to the SAS Information Security Manager and coordinates/interacts closely with other SAS groups to execute effective, compliant assignments/programs in accordance with internal and external client expectations.

  • As mission demands, will be responsible for supporting laboratory research projects leveraging technical expertise to support delivery of project outcomes within the scope of incumbent’s technical field.

  • Assigned the implementation of a compliant program, program support, and other Information Security activities. Assigned as a Subject Matter Expert (SME) delegate.

  • Establishes and maintains liaison relationships by networking with PNNL management, staff, and Field Intelligence Element (FIE) to foster integration, best practices and meet organizational goals. Often serves as consultant to management.

  • Works independently, has growing responsibility, no oversight required. Conducts mentoring and training activities for technical staff. Fosters collaboration and grows the skills of others.

  • Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

  • Works independently, has growing responsibility, no oversight required. Translates strategy into specific goals and objectives. Works on complex classification problems and provides practical solutions.

  • Conducts classification decision reviews, reports findings, and maintain records of results.

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-

  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • Direct knowledge of OPSEC & CUI.

  • Experience working on unusually complex technical problems and providing solutions which are highly innovative.

  • Ability to balance long-term strategic goals with short-term priorities and network across organizations and programs.

  • Possesses analytical and interpretation abilities for applying current DOE classification guides in such areas as: nuclear weapons design, testing, and military applications; arms control; chemical/biological weapons; nuclear nonproliferation; International nuclear safeguards; nuclear materials production, detection, and/or analysis; intelligence/counterintelligence; and/or safeguards and security.

  • Capable of determining appropriate DOE classification guides or UCNI guidelines.

  • Experience in identifying improvement opportunities both within and outside of area where assigned as SME.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
