Pacific Northwest National Laboratory Construction Manager 3 in Richland, Washington

Overview

The Project Integration & Execution (PIE) Division delivers mission ready projects from concept inception through readiness and beneficial use in support of the forward looking PNNL Campus Strategy, emerging research needs, and the ongoing investments in modernizing and maintaining the Laboratory’s existing facilities, utilities, and infrastructure. Project lifecycles begin in Campus Development Planning as part of the campus wide Facilities and Infrastructure (F&I) Planning Process and are executed by PIE staff with support from the Engineering and Design & Drafting.

PIE excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of our facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy.

Responsibilities

Responsible for safely planning, directing, and coordinating activities pertaining to building and facilities construction projects in accordance with project design documents (Plans and Specifications). Maintains strong linkages with facility operations, building occupants, and other functional support organizations.

Supports preparation of cost estimates, functional studies, construction plans and schedules. Supports contract negotiations and project assessment. Ensures that construction work is properly inspected and that an acceptable level of quality assurance is maintained. Ensures projects are completed according to project plans. Reviews design drawings for constructibility, completeness, and accuracy prior to release for construction. Ensures that the project package is in order and that all necessary paperwork, permits, reviews, pre-job briefings and approvals are completed prior to the start of construction. Monitors construction project safety, seeks prompt resolution of unsafe conditions at the construction work site, and possesses working knowledge of OSHA / WISHA. Provide innovative/thorough/practicable solutions to a wide range of complex problems that are consistent with organizational goal/objectives using industry standards, principles, concepts and techniques. Apply sound engineering/construction judgement to resolve new or less well-defined problems. Manage personal work and mentor others, while exercising experience and judgment to determine appropriate action. Work independently with minimal oversight.

Qualifications

Minimum Qualifications:

  • BS/BA and 5+ years of construction leadership experience (e.g., foreman, superintendent, construction/field engineer, construction manager, etc.) -OR-

  • MS/MA or higher and 3+ years of construction leadership experience -OR-

  • Associates degree and 13+ years of construction experience with 10+ years of construction leadership experience -OR-

  • High school diploma/GED and 15+ years construction experience with 10+ years of construction leadership experience

Preferred Qualifications:

  • A thorough understanding of the construction industry and the various industry crafts.

  • A working understanding of basic electrical, mechanical, hydraulic and pneumatic systems.

  • Experience working with construction labor unions and union craftsmen.

  • Thorough knowledge of construction safety and OSHA/WISHA Safety standards.

  • Experience using ProCore Construction Management software (creating project templates, inputting construction contract documents, tracking submittals).

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
